Manager, Human Resources

The Ontario College of Pharmacists (OCP) is the registering and regulating body for the profession of pharmacy in Ontario with a mandate to serve and protect the public interest by ensuring Ontario’s pharmacy professionals provide quality pharmaceutical service and care.  The College sets and ensures ongoing adherence to professional and operational standards as it leads the advancement of pharmacy through transparency, accountability and excellence. The College is currently recruiting to fill the position of Manager, Human Resources to provide leadership, training and guidance on issues associated with planning, implementing, managing and evaluating HR services, policies and programs to promote and support the goals and objectives of the College.

Position Summary

The Manager, Human Resources is responsible for providing leadership on HR functions and processes including planning, implementing, managing and evaluating HR services, policies and programs to promote and support the goals and objectives of the College.  Oversight of core HR portfolios including recruitment and staffing, manager and employee relations, policy development and documentation, compensation administration, benefits and pension programs, training, employee health and safety, employee wellness, change management and legislative compliance.  

Responsibilities

  • As a member of the leadership team, develop strategic HR operational objectives and contribute to organization wide decisions, which align with the mandate of the College and strategic priorities set out by the Board.
  • Support the Executive team by providing tactical and strategic advice to ensure the integration of the Human Resources’ business strategy into the strategic and operational plans.
  • Drive the talent strategy and performance management cycles.  Lead and coordinate the talent management cycle which includes employee assessment, development plans, and succession planning. 
  • Develop, maintain and interpret HR policies, procedures and guidelines which are in-line with legislative requirements, industry best practice, and reflect OCP’s organizational culture.  
  • Collaborate to create innovative HR solutions and broker specialized services to deliver high quality human resources business needs to the various functional areas.
  • Provide recommendations on leadership and organizational behaviours. 
  • Provide guidance for change management initiatives.   Analyze and implement continuous quality improvements and efficiencies.
  • Drive corporate culture and leadership development that benefits organizational performance.
  • Provide guidance, training and advice for supervisors and above for performance management, coaching, conflict resolution, discipline and terminations.  
  • Develop and analyze measurable reports providing fiscal justification for personnel activities and employee productivity.
  • Lead OCP’s recruitment and staffing function. 
  • Advise supervisors and line managers on appropriate resolution of employee relations and disciplinary issues, and consequent actions to take. Coach and influence staff on how to best resolve conflicts with peers and managers.
  • Manage and administer OCP’s compensation and pay equity programs to ensure effectiveness and equity within the College. 
  • Manage and administer group insurance benefits and pension administration programs.
  • Manage and supervise HR staff including hiring, reviewing work plans, setting performance objectives, monitoring performance, providing performance feedback, and assigning and reviewing work.  
  • Develop and build staff capacity by providing opportunities to develop skills and knowledge.
  • Develop and manage the annual HR departmental budget.
  • Co-Chair of Joint Health and Safety Committee (JHSC) and Chair of Pension Committee. Lead and conduct JHSC quarterly meetings and monthly inspections. 

What we're looking for

  • Proven understanding and knowledge of relevant provincial legislations and relevant case law including but not limited to: Employment Standards, Human Rights, Privacy Act, Employment & Pay Equity, and Occupational Health & Safety Act.
  • Demonstrated experience in employee relations. 
  • Hands-on strategic thinker with developed HR diagnostic, coaching, mentoring, and consultative skills. 
  • Demonstrated and highly developed recruiting skills including experience using behavioral based interviewing techniques to assess and select the most suitable and qualified applicants.  
  • Demonstrated ability to negotiate and influence business partners. 
  • Ability to anticipate and manage change effectively.
  • Strong analytical, problem solving, facilitation, and conflict resolution skills within a culturally diverse multi-location work environment.
  • Sound understanding of all technical aspects of multiple HR disciplines and their impact on business and financial activities.
  • Working knowledge of HRIS systems and reporting functionalities. 
  • Strong verbal and written communication skills. 
  • Strong presentation skills.
  • Experienced in effectively coordinating and planning multiple projects, executing multiple tasks simultaneously and efficiently while working with conflicting priorities in a fast-paced environment.
  • Ability to influence business issues through HR processes with consultative skills to interact with all levels internally and externally.
  • Proven ability to provide guidance and direction to staff, assess training needs and address performance issues.
  • Superior analytical, problem solving, negotiation and conflict resolution skills.
  • Superior written, verbal and interpersonal skills with  demonstrated ability to build trust and relationships with external stakeholders.
  • Tact and diplomacy with all internal and external stakeholders.

We are accepting applications provided you have the following qualifications:

  • Degree in a related field such as Human Resources, Business Administration, Psychology or other related degree.
  • Certification in an HR designation is preferred.
  • 7 + years of related progressive professional and leadership experience in human resources management.
  • 7+ years of progressive management experience.
