  • Act as the Human Resources and Corporate Health & Safety Lead for the Town.
  • Lead, and motivate the multi-functional Human Resources Division
  • Provide information on emerging policy and relative professional departmental issues, options and recommendations enabling the municipality to make informed decisions on behalf of the community.
  • Assist the Senior Management Team with corporate wide initiatives and projects as assigned from time to time and share in the corporate oversight of the planning and implementation of cross-departmental projects and issues.
  • Assist in building a high-performance organization by researching flexible and creative human resources policies and procedures and making related recommendations to the Senior Management Team.
  • Sits as a member of the Senior Management Team that evaluates and recommends efficiencies across departments/divisions of the Town of The Blue Mountains and drives continuous improvement and program review and evaluates all budgets prior to review by Committee and Council.

Key Duties and Responsibilities

  • Manges Human Resources Staff including the Health & Safety Coordinator, Compensation & Benefits Administrator and outsourced professionals/contractors daily, in accordance with established goals and corporate priorities.
  • Attend and participate in Senior Management Team Meetings and occasionally attend Council/Committee meetings as required.
  • Monitor the performance of the Human Resources Staff against goals, budget and corporate objectives.
  • Assisting the Senior Management Team with the development and recording Corporate Training & Development.
  • Provides leadership in the development and implementation of human resources strategies, policies and practices that help build a sustainable community through strong well managed local government including:
    • Performance Management
    • Continuous learning and improvement
    • Succession Planning
    • Youth retention in the Community through Co-op and summer student placement
    • New employment legislation/regulations
  • Have oversight of the corporate Health and Safety Committee and enhance awareness of health and safety issues in the workplace. Responsible to instill a corporate conscience which treats health and safety as a top priority.
  • Responsible to ensure delivery of the Town’s payroll system, to ensure the appropriate administration of the Town’s benefit plans, pension plans, savings bond and purchasing plans and all reconciliations required for payroll and related remittances and programs.
  • Identify and track best practices and trends/advances in the fields of recruitment/employment, orientation/training, compensation/benefits, performance management, employee counseling/assistance, employee/labour relations and health and safety for possible application by the Human Resources Group.
  • On-going management and administration of the overall compensation program for Town staff including market surveys of salaries/employee benefits, job evaluation and Pay Equity compliance, performance management, salary progression, employee benefits and evaluation of carriers’ performance.
  • Maintain all job descriptions in a standard format in consultation with each Department Head including leading the Job Evaluation Process.
  • As required assist in the process for the handling of LTD claims, WSIB claims, return to work programs, retirement processing and ensure the coordination of OMERS administrative requirements in consultation with the CAO and Department Heads.
  • Provide employee counseling with referral on a confidential basis to appropriate employee assistance agencies, associations or groups.
  • Review, analyze and report on key human resources statistics for the Town and compare with others, where possible including employee vacation, lieu time and sick leave statistics.
  • Follow-up on Performance Reviews; maintain performance review records and advise the CAO and Department Heads on procedures.
  • Monitors and assists directors, managers and supervisors in the progressive discipline system of the Town in collaboration with the Chief Administrative Officer.
  • Assists the Senior Management Team with the implementation of a performance improvement process with non-performing employees.
  • Manage, assist and participate in the corporate recruitment function as outlined in the Town’s Hiring Policy.
  • Assist in the development of interview questionnaires; conduct reference checks; participate in the interview process and review departmental recommendations. Develops and oversees the design and delivery of strategic recruitment, attraction and retention solutions, oversees best practices approaches to talent management activities, and develops metrics to ensure timely recruitment.
  • Ensures that managers, supervisors and staff are educated with respect to their responsibilities under collective agreements, corporate policies and employment related legislation.
  • Develops and reviews Human Resources programs and policies to meet Corporate objectives
  • Assist with the development of and recommendations for labour relations strategies and bargaining positions that enhance and fosters an effective and productive employee relations climate; Prepares management bargaining proposals; Supports collective bargaining negotiations and acts as a representative of management on the Labour Management Committee – drafting memorandums of agreements and collective agreements; Provides leadership and advice through all stages of the grievance process; Provides leadership on collective agreement interpretation.
  • Acts as a negotiator and/or mediator in situations involving labor/employee relations and employee grievances.
  • Is a member of the Emergency Management Control Group, as outlined in the Town’s Emergency Plan;
  • Manage and assist with the creation and updating of new employee orientation information packages for full time, part time and seasonal positions containing employee forms for completion, employment policies and procedures, health and safety information and benefit booklets when applicable; conduct and/or monitor the exit interview process, all in consultation with the Department Head.
  • Ensure the maintenance, confidentiality/security, and retention of corporate personnel files and personnel records.
  • Prepare reports, make recommendations/presentations and attend Council/Committee, Senior Management, community group, public and/or other meetings, as required.
  • Develop and maintain a contact network with professionals in the field and counterparts in other municipalities to remain current and investing shared services and programs.
  • Leads internal investigations, interviews staff, prepares analysis of findings and reports on recommendations to Directors, CAO and Council.
  • Assist the Senior Management Team and the Service Area Managers with employee relations practices necessary to maintain a positive employer-employee relationship and promote a high level of employee morale and motivation.
  • Directs the preparation and maintenance of such reports as are necessary to carry out the functions of the department. Prepares periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
  • Is responsible for and in consultation with the Manager of Communications and Economic Development the development and maintenance of the Human Resources sections of both the Internet, particularly recruiting, culture, and company information; and Intranet sites
  • Develop, maintain and evaluate long range plans and operating and capital budgets for the Human Resources Department. Prepare and submit annual budget estimates and monitor performance against the annual department budget.
  • Establishes and maintains positive working relations with all levels of staff, Union Representatives, other local municipal partners, external consultants, legal, general public, etc. to accomplish department objectives.
  • Perform other related duties as may be assigned in accordance with corporate objectives. Participates in or leads inter-departmental and corporate project teams.
  • Promotes a high standard of customer service to the public as well as to all internal customers.
  • Personally comply with all health and safety practices as it relates to the work, standard operating guidelines and the Occupational Health and Safety Act.
  • Performs other duties as required.
