Position Profile:                                                            

Reporting to the Director of Employee Relations, the Manager, Human Resources is assigned to oversee the human resources service delivery for a specific client/program group aligned to the organizational structure.  The Manager, Human Resources will be expected to act as a professional practice lead from an operational, strategic and labour perspective for other members of their team, which may include Human Resources Business Partners, Consultants or Advisors depending on the size or scope of the portfolio that they are accountable to support. 

The Manager, Human Resources is accountable for working with Directors within their service portfolio to develop an understanding of the current and future human resources requirements of their operating units and to ensure that human resources strategies are brought to bear to meet these needs.  This will involve the routine monitoring of human capital performance metrics, service quality assessments, trends in employee incidents, etc.   In addition, they will work in collaboration with the Director, Employee Relations, other Human Resources Managers and the Labour Relations teams to ensure that consistent and high quality HR services and advice are being offered to the lines of operations that they are accountable for supporting. 

Please note, this is a network-wide position and the successful candidate will be assigned to work as needed across our three sites: St. Michael's Hospital, St. Joseph's Health Centre and Providence Healthcare. 

Main Responsibilities:

  • Engage at a Manager and Director level to develop a clear understanding of the program-level strategy and needs to be able to determine the skills and individuals that are required to deliver on these strategies.  In collaboration with the rest of the People Portfolio develop, execute and measure the supporting human resources strategies to meet these needs. 
  • Through a strong understanding of the business of the portfolio that they support, provide strategic and operational human resources planning and support including proactive advice and solutions crafted to meet current and future human resources needs
  • Engaging with subject matter experts throughout HR and other corporate support areas to provide client(s) with a holistic approach to issue resolution, utilizing understanding of client(s) businesses, issues and challenges to provide insight.
  • Monitors and communicates HR metric performance to support their client group and aids leaders to utilize human capital performance to facilitate decision-making and strategy development.
  • Oversees and conducts workplace investigations pertaining to performance and practice employee matters.
  • Provides guidance and support to managers on issues of performance management and discipline with staff including attendance in meetings, drafting correspondence, the crafting of performance development plans and other specialized performance enhancement and monitoring strategies.
  • Coordinating with the Attendance Support Consultant and providing direct support and advice to managers in fulfillment of their responsibilities under the Attendance Support Program as well as other disability and return to work/modified work responsibilities.
  • Provides support and guidance on employee relations and labour relations matters arising from the administration, interpretation and communication of Collective Agreement (CA), policies, relevant employment legislation.
  • Supports Labour Relations in the development and implementation of new collective agreements through presenting changes to leadership, customizing implementation impacts for their designated support portfolio and resolving local implementation issues. 
  • Participate in regular HR Service evaluations with senior leadership within the service portfolio for the purposes of continually evaluating service delivery quality and developing plans to resolve divergence. 
  • Monitor human capital performance metrics for the service portfolio, share these metrics with program leadership and partner within Employee Relations and other parts of the People Portfolio to execute strategies intended to improve metric performance. 
  • Provides support and guidance on employee relations and labour relations matters arising from the administration, interpretation and communication of Collective Agreement (CA), policies, relevant employment legislation.
  • Obtains expert consultative on behalf of the manager to support to aid leader decision-making pertaining to labour relations matters including by engaging with senior leadership, labour relations or legal counsel. 
  • Provides guidance and support to leaders on employee progressive discipline and terminations matters.
  • Leads the full grievance process for assigned grievances including preparing and presenting grievances and working in collaboration with Labour Relations to prepare for the arbitration process. 
  • As required, attend in collective bargaining as a member of the bargaining committee and in this capacity support the Labour Relations team and act as key resources to further enable Labour Relations efforts through research, proposal drafting, presenting key elements, note-taking or manager support.
  • Support Labour Relations with preparing matters for arbitration through liaison with the leaders, research, preparing materials and briefing documents, preparing counsel and attending hearings as required. 

Qualifications:

 

  • Bachelor’s degree required in Human Resources or a Bachelor’s degree in a related field and a diploma or certificate in Human Resources Management.  Masters preferred.
  • Certified Human Resources Leader (CHRL) or equivalent.
  • Minimum two (2) years leadership experience in a similarly complex environment or equivalent combination of progressive complex human resources experience in a transferrable environment and role.
  • Considerable labour relations experience in a comparable healthcare, municipal or broader public sector organization.
  • Demonstrated ability to interpret collective agreements, handle grievances and foster strong union-management relations. 
  • Advanced level understanding of employment legislation including the Employment Standards Act, Ontario Human Rights Code, Occupational Health and Safety Act, Accessibility for Ontarians with Disabilities Act.
  • Demonstrated ability to support complex change from a human resources perspective including the development of human resources plans, engagement strategies, organizational design and plan execution.
  • Exceptional interpersonal and relationship management skills with ability to gain cooperation and build trust as a means of influencing outcomes.
  • Strong analytical and presentation skills required.
