POSITION SUMMARY:

 

The Attendance Program Advisor maintains, implements, supports, and monitors the Attendance Program for all employees at Kingston Health Sciences Centre The Attendance Program Advisor maintains the Attendance Program by monitoring best practices and ensuring the Program aligns with those practices; monitors and provides analysis ongoing absenteeism and initiates the attendance program; provides advice, strategies and direction; leads attendance meetings; serves as a resource to employees and leaders; makes recommendations regarding employee absenteeism; and assists in implementing goals to achieve regular attendance at work.

 

 

 

The incumbent leads selected grievance discussions and investigations; provides Collective Bargaining and arbitration support as assigned.

 

 

 

Within this role the employee is accountable for contributing to the delivery of the Kingston Health Sciences Centre strategy. As an employee, demonstrate an awareness of and be responsible for actively promoting and supporting patient and family-centred engagement and care.

 

 

 

PRIMARY RESPONSIBILITIES:

 

  • Acts as a process facilitator in administering the attendance management framework in cases where significant attendance problems exist including determining parties required at each stage of the process to contribute to the development of individual case management strategies. Includes meeting with employees in the attendance program.  Provides managers advice and guidance on individual attendance management strategies and actions to ensure appropriateness and defensibility of management decisions, if challenged.
  • Collects, reviews, and analyzes data related to individual attendance including evaluating evidence of patterns and trends in absenteeism, accommodation initiatives, and corrective measures taken, in order to form recommendations for action to address persistent attendance issues.
  • Interpret, investigate, resolve, negotiate, and mediate issues related to grievances, arbitration, mediation, Collective Agreements, breaches of policy and changing legislation as assigned.
  • Conducts ongoing assessment of attendance management methodology and proactively leads development/revision of related practices, tools and guidelines, to ensure continuous quality improvement, sustainability, and effectiveness of the model.
  • Identify training needs for managers/staff in support of attendance management principles and guidelines, and ensure development and timely delivery of related programs.

BASIC QUALIFICATIONS:

 

  • Post-secondary diploma (3 year) or degree with specialty in Human Resources, Labour Relations or related field of study
  • Master’s degree in Industrial Relations preferred
  • 3 years recent related experience in a unionized setting or an equivalent combination of education and experience.
  • Advanced proficiency with MS Office Suite – Excel, Word, Outlook  (to be tested)
  • Demonstrated current knowledge of relevant provisions of collective agreements, the Human Rights Code, Employment Standards Act and Occupational Health and Safety Act
  • Demonstrated knowledge of best-practice disability and attendance management standards, policies and procedures
  • Demonstrated advanced proficiency performing critical assessment of data needs, and analysis of data
  • Demonstrated aptitude for efficient data collection and organization and attention to accuracy when working with detailed information
  • Demonstrated ability to work with sensitive matters and confidential information and maintaining confidentiality
  • Excellent verbal and written communication
  • Ability to prioritize work effectively, manage a full work load and meet and/or negotiate deadlines and deliverables in a busy environment, with multiple competing demands from a variety of clients and stakeholders 
  • Demonstrated problem solving skills
  • Demonstrated client-centred attitude and commitment to the mission, values and goals of the department and KHSC
  • Able to work with minimal supervision
  • Satisfactory criminal background check with vulnerable sector search
