Reporting to the Senior Manager, Employee & Labour Relations, the Senior Advisor, Human Rights provides expert advice and guidance on human rights and workplace harassment/violence policies, procedures, and best practices. In addition to investigating and resolving complex employee complaints, the Senior Advisor will lead the full development and implementation of key human rights and workplace harassment/violence initiatives and programs to introduce a positive organizational culture that upholds human rights principles, as well as the Respectful Workplace Policy at the City.

 

  1. Subject Matter Expert & Human Rights/Workplace Harassment and Violence Lead
  • Acts as the dedicated subject matter expert and program lead in all matters related to human rights and workplace harassment/violence practices within the City
  • Provides expert and objective advice, guidance, and interpretation on various human rights and workplace harassment/violence policies and mandates to HR colleagues, all levels of management, and members of Council
  • Leads the resolution of complex workplace complaints (relating to workplace harassment, violence, discrimination or other misconduct) by conducting investigations, fact gathering, following formal documentation processes, and providing recommendations
  • Represents the Corporation in varied legal settings; selecting appropriate legal counsel, determining the City’s direction and appropriate response in consultation with the Senior Manager, Employee and Labour Relations and Director, Human Resources, and attending Tribunal Hearings and Mediations
  • Promotes early and timely resolution of disputes and ensures compliance with all relevant employment legislation and applicable City policies.
  • Conducts regular assessments of Human Resources team practices at all stages of all workplace investigations, from intake to resolution, and ensures consistency and accuracy in administration
  • Anticipates risk and employee related concerns, issues and trends and develops short to mid-term strategies to support recommended changes.
  1. Program Development
  • Develops, recommends, and implements corporate policies and procedures in compliance with Accessibility for Ontarians with Disabilities Act, Employment Standards Act, Occupational Health & Safety Act and all other applicable requirements to ensure compliance to legislative and corporate mandates
  • Proactively guides the Human Resources Director, Senior Manager, and the Employee & Labour Relations team on the development and deployment of relevant initiatives and requirements in human rights and workplace harassment/violence
  • Supports the development of key frameworks and workflows that ensure compliance to relevant legislation, policies; requires ability to set precedent and standards for workflow
  • Promotes human rights principles, identifies organizational gaps in knowledge, and develops internal training programs and methods to introduce effective dissemination of workplace harassment, discrimination and human rights knowledge within the organization
  • Develops human rights and workplace harassment/violence communications strategies in consultation with the Corporate Strategic Communications team
  • In consultation with the Senior Manager, Employee & Labour Relations, establishes program standards and introduces key measures for program assessment
  • Makes timely recommendations for policy and practice improvements in keeping with evolving market indicators and legislative requirements
  • Analyse and review existing corporate programs, structures, and ingrained practices to synthesize policies and programs and provide fulsome recommendations that impact Corporate wide practices and initiatives

 

 

  1. Corporate Contribution & Continuous Improvement
  • Keeps informed of new developments in case law and legislative changes to ensure corporate policies and procedures are current and compliant with all requirements and best practice
  • Identifies and provides recommendations to address key risks, vulnerabilities, and inefficiencies in existing workflows and standards
  • Continuously reviews internal operating practices, workflows, policies, and external market indicators to ensure effective and efficient corporate practices
  • Anticipate, assess and evaluate internal and external factors and trends that affect the organization and continuously undertake research in human rights, equity and diversity to identify systemic barriers to be addressed
  • Ensures program changes are aligned with corporate philosophy and long-term strategies 
  • Maintains awareness of new, legislative and emerging trends and recommends best practices utilizing current market trends. 
  1. Organizational Relationships
  • Builds and maintains strong relationships with departmental and divisional leaders, union partners, and all relevant internal and external stakeholders to advise, guide, and inform partners of human rights, workplace harassment/violence requirements and changes
  • Provides customer service excellence and ensures seamless information sharing
  • Provides coaching, mentorship, and guidance to Associates on human rights issues and coordinates the work of support staff
  • Partners and collaborates cross functionally within the Human Resources team to provide strategic advice and contribute key insights based on subject matter expertise for projects, processes, and guidelines
  • Provides daily advice, guidance, feedback and on-the-job training to peers and Management  
  1. Communication
  • Prepares briefings, updates and recommendations to leadership regarding strategic change, new processes and practices
  • Enhances transparency and awareness of human rights and workplace harassment/violence programs and practices by maintaining continuous communication channels at all levels of the organization
  • Facilitates open information sharing and timely delivery of information to ensure awareness and critical/sensitive information
  • Develops and delivers communication plans for corporate initiatives, with consideration for all key stakeholders including employees, management and union leadership.

 

SELECTION CRITERIA:

  • Post-secondary education in human resources management, employment law, industrial relations, or related.
  • 5-7 years of experience in a senior advisory role related to Human Rights and Discrimination or Workplace Harassment/Violence complaints and violations including 2-5 years of experience conducting workplace investigations in a unionized environment
  • Graduate degree in employee relations an asset.
  • Certified Human Resources Leader (CHRL) designation an asset.
  • Significant experience in investigations, mediation, conflict resolution, and/or disability management required
  • Significant experience leading the development and deployment of complex policies and projects related to human rights and workplace harassment/violence
  • Expert knowledge of relevant legislation including Ontario Human Rights Code, Occupational Health and Safety Act, Bill 132, and Employment Standards Act
  • Sensitivity to and awareness of various human rights issues and marginalized groups
  • Superior interpersonal skills including the ability to work effectively in a team environment.
  • Demonstrated ability to exercise significant discretion and sensitivity; and to use consultative and relationship building skills with diverse client groups.
  • Organizational skills with attention to detail and ability to meet deadlines.
  • Excellent verbal and written communication skills as well as influencing skills and analytical abilities.
  • Computer proficiency in MS Office (Word, Excel, Outlook) and knowledge of HRMIS (Peoplesoft preferred).
