Reporting to the Executive Director, Human Resources, this individual will provide strategic and customer-focused thought leadership and direction on York Region’s Talent Management initiatives to attract, engage, align, and retain high-performing talent to deliver excellence for our residents.

The Head, Talent Management will lead a team of approximately 30 and provide leadership of all aspects of the candidate experience, focused on maintaining a strong employer brand and delivering on the employment value proposition. You will also lead, develop and implement organizational development strategies, providing thought leadership, and innovation in interventions that enable the organization to become a best practice learning organization. Focused on diversity and inclusiveness across all aspects of talent management, the Head will continue to evolve competencies, performance management tools, education and training programs.

The ideal candidate is a functional expert in talent management. In addition to your exceptional technical skills you are adaptable and flexible, and able to lead change in a dynamic environment. You are innovative and solutions oriented and are comfortable leading others through influence and persuasion. You bring strong leadership and change management experience along with a proven ability to demonstrate a high level of political acuity. Your experience comes from a multi-disciplinary environment; preferably in a multi-union workplace, providing talent management strategies including workforce planning, strategic talent acquisition, succession planning, learning and development and coaching at a senior level.
