DESCRIPTION:

Position: Human Resources Manager (HR Systems, Total Rewards, and Scheduling)

Department: Human Resources

Position Status: Permanent, Full-Time

Union: Non-Union

Number of Positions: 1

Approximate # of Hours per week: 37.5

Type of Shifts: Hours of work are Monday to Friday, daytime hours and extra hours may be required on occasion to meet workload demands.

WHAT YOU’LL DO:

As one of three HR Managers, reporting to the Director of Human Resources, you will be responsible for overseeing the following areas:

  1. Scheduling:

Oversee a Scheduling Supervisor and a team of approximately 15 full-time and part-time employees to provide centralized scheduling services in a complex 24/7 environment to the majority of the health centre with the goal of providing a smooth and positive scheduling experience for staff and leaders while ensuring compliance to all collective agreements within a multi-union environment. This will involve working with the team to complete review of our scheduling operations and technology and systems (Kronos, Everbridge). You will be responsible for ensuring all processes are documented and clear to employees and leaders as well as overseeing any required changes in technology to support this work.

 

  1. HR Systems:

Lead the Human Resource Information System (HRIS) with a team consisting of an HR Systems Lead, HRIS Analyst, and HR Specialist. You will be responsible for planning for continual improvements of the HRIS to support organizational and HR objectives, ensuring the accuracy of the data housed in the system, creating process flows that ensure the smooth completion of the bi-weekly payroll process (in collaboration with the Finance and Payroll teams), supporting the creation of an ideal candidate and employee experience and ensuring that we have technology solutions that support our leaders. In addition, you will be involved in a significant amount of trouble shooting at this stage since we recently went live with a new system (Infor) in July of 2020.

 

  1. Total Rewards:

Work with a Total Rewards Lead to develop and maintain a comprehensive total rewards strategy (compensation, benefits, pension) that aligns employee rewards with results that support the organization’s objectives for both unionized and non-unionized employees. Support the creation of a total rewards strategy and relevant programs which include clear policies and procedures that align with best practices for public-sector organizations and enable the organization to attract, reward, and retain top talent. Ensure the accuracy of all related data within PRHC as well as with any external providers (Industrial Alliance, HOOPP).

 

  1. askHR Leadership:

Oversee the askHR Service Desk to ensure all metrics are maintained and that HR processes are improved based on the data analysis of the askHR inquiries.

 

  1. People Analytics:

Lead the People Analytics function and develop the organizational strategy for people data, including data governance, tools, technology, and team development required to support data-driven decision making throughout the organization. This will involve playing a hands-on role in developing data tools and performing advanced analysis that provide timely insights to the organization.

 

As part of the HR management team you will be responsible for working closely with the other Managers to generally improve all HR services. In addition, for your teams you will be responsible for:

People Management:

  • Oversee a team 15-20 people as well as indirectly oversee other members of the HR team as required to accomplish your goals and objectives.
  • Support people, as individuals and teams, to increase and fulfill their potential; and through them, provide exceptional Human Resources services in your areas.
  • Ensure staff members have the resources, training, tools, and supports needed to do their job and excel in their career.
  • Encourage a culture of continuous learning and continuous improvement.
  • Communicate openly and honestly with staff so that they can best understand the context of their work or care.
  • Foster a physically and psychologically healthy and safe work environment; ensure a climate of respect and civility; effectively manage conflict and behaviour.
  • Engage, recognize, empower and inspire staff members.

Quality and Operations Management:

  • Create work plans for the team; set departmental goals in support of the corporate goals and strategic initiatives; monitor progress and delivery.
  • Enable the delivery of high-quality services and response times through Standard Operating Procedures. 
  • Identify, manage, and monitor risks, use the Integrated Risk Management (IRM) framework; create and implement mitigation plans.
  • Support the implementation of organization-wide initiatives, quality initiatives and change management activities.
  • Identify ways to develop and/or update policies, programs, procedures, and operations to improve the overall support to the organization in a way that is linked to and advances the people strategy conducting research and integrating best practices where appropriate.

Fiscal Management:

  • Effectively manage budget (compensation and non-compensation) and financial reporting.
  • Manage financial variances (i.e. sick time, overtime and budget) including creating and implementing mitigation plans.
  • Manage procurement according to Broader Public Sector Accountability Act and best practice guidelines, identifying opportunities to use contract management to reduce cost.
  • Support cost reduction, finding efficiencies and/or revenue generation initiatives.

WHAT YOU’LL BRING:

 

 

  • A bachelor’s degree or college diploma in Human Resources, HR Systems, Business, or a related field.
  • Previous related Human Resources management experience in the public sector (ideally a healthcare) would be desired. 
  • A minimum of 5 years’ experience across multiple areas of human resources e.g. Labour Relations, Compensation, Talent Acquisition and Selection, Health and Safety, Total Rewards, Wellness, Learning, etc. is required.
  • 3 or more years of experience working closely with HR systems with a strong focus on customer service, technology enhancement, communication, problem solving and decision making with a strong knowledge of HRIS best practices.
  • Previous experience leading projects related to the implementation and upgrade of various HR systems.
  • 2 or more years of experience providing strategic advice to senior-level HR and management experience in a complex, multi-union environment.
  • Advanced Microsoft Office skills, including Word, Excel, and PowerPoint.
  • Previous experience working with any of the following systems would be an asset but is not required: HRIS (Infor), Time & Attendance (Kronos), Emergency and Scheduling Call-Out System (Everbridge), Volunteer Management System (volgistics), Occupational Health and Safety (Parklane), Helpdesk (Service Now).
  • Ability to demonstrate continuous learning in the related fields such as: Compensation (i.e. CPP), Human Resources (CHRP or CHRL), Adult Education, Talent Acquisition, Occupational Health & Safety, Wellness, Return to Work, Attendance Support, Scheduling, Human Resources Information Systems, Workforce Analytics, Project Management, or Continuous Improvement. Designations/certifications in good standing would be preferred.
