The District is seeking a Human Resources Manager (HR Manager) to join our team who can excel in a fast paced, team-oriented environment. Under the direction of the Superintendent of Employee Services, the HR Manager will provide strategic direction and leadership in the delivery of human resources services for the District.  The HR Manager will work as a business partner with Senior Management while leading and mentoring the human resources team to ensure operational goals and objectives are met.

SKILLS, QUALIFICATIONS AND EXPERIENCE:

  • Post-secondary education in Human Resource Management, Labour Relations and/or Business Administration with a speciality in Human Resources
  • CHRL designation required
  • Progressive experience in human resources in a complex and highly unionized environment, including management experience (human resources experience in the education or public sector preferred)
  • Experience in the interpretation, negotiation and administration of collective agreements, including grievance and arbitration processes
  • Training, working knowledge and extensive experience in conducting and managing workplace investigations
  • Highly effective interpersonal skills, including strong networking skills with internal and external partners
  • Proven facilitation, conflict resolution and negotiation skills
  • Experience with compensation, job evaluation and pay equity processes
  • Supervisory experience with proven leadership, mentoring and team building skills
  • Strong analytical, organizational and time management skills
  • Ability to use discretion, tact and diplomacy in dealing with confidential issues
  • Commitment to a strong, publicly funded education system that supports student and staff achievement and well being

DUTIES AND RESPONSIBILITIES:

  • Responsible for the delivery of the full range of human resources services
  • Provide leadership and support to the staffing and recruiting teams relating to the District 's recruitment and selection strategies and operations
  • Provide key support and coaching to managers and supervisors on a wide range of issues and initiatives
  • Act as an integral member of the management and human resources teams
  • Provide oversight for absence and disability management
  • Develop organizational initiatives to meet long term and short term goals in support of the strategic direction of the District
  • Responsible for leading, supporting and managing all workplace investigations, including harassment, discrimination and workplace violence
  • Develop, implement and maintain human resources policies, processes and procedures
  • Interpret and administer collective agreements and lead contract negotiations and grievance processes
  • Liaise with union representatives in a positive and productive manner
  • Lead talent management programs, including performance review cycle tracking, individual development plans and succession planning
  • Manage special projects, chair committees, implement actions and report to Executive Council and Board of Trustees
  • Establish and manage the human resources operational budget
  • Manage and promote a positive employee relations environment
  • Perform other related duties as assigned

 

TRAVEL:

Travel within the District is required.  Occasional travel within the province may be required (post Covid pandemic precautions).
