Position Summary
Reporting to the Supervisor, Payroll Services, the Compensation Analyst is responsible for the administration and coordination of the City’s unionized compensation, job evaluation and salary administration programs. The Compensation Analyst will provide guidance and advice, contribute to the establishment of plans and procedures used to carry out compensation policies and practices and is responsible for to provide payroll related support and assistance.

Key Responsibilities

Provide technical support in the administration of unionized compensation policies, practices and Pay Equity compliance; conduct financial modeling, create salary tables, provide recommendations from a compensation perspective and maintain the City’s Pay Equity Compliance

Administer the CUPE job evaluation process – serve as co-chair for the Joint Job Evaluation Maintenance Committee, conduct job evaluations; maintain data integrity, handle reclassification requests; act as quality control for compensation review decisions and communicate outcomes and rationale of job evaluations to stakeholders

Meet with management and employees as required to explain job evaluation results and provide guidance regarding the preparation of job documentation and questionnaires

Review job descriptions for accuracy prior to posting and collaborate with managers in the creation and maintenance of job descriptions by documenting the scope, range of duties, and job content

Ensure job descriptions are accurate and current, investigate discrepancies and correct errors

Provide advice and recommendations on matters related to job design and/or pay equity

Prepare and participate in comparator non-union and union salary information requests and surveys; analyze, summarize and distribute results as required

Complete compensation related entries in the Human Resource Management System (HRMS) as required

Support the non-union compensation program as required

Assist in the timely and accurate preparation and processing of time and attendance in the computerized payroll system

Perform a variety of tasks which are deadline sensitive and may include: processing pay entitlements, ROEs, retroactive payment calculations, completing audits, verifying HRMS and subsystem data, testing and assisting with year-end processing and reporting

Provide quality customer service by responding to requests and inquiries regarding payroll related issues

Prepare data for specific projects, run reports, review and research time and attendance and payroll records when required

Work in accordance with City of Kingston policies and collective agreements, legislation and government agencies such as Canada Revenue Agency, Service Canada, Employment Standards Act, etc.

Qualifications, Competencies
Diploma/degree in Human Resources Management, Business Administration or related program

3 years of experience in human resources with specific experience in salary administration and job evaluation

Knowledge of payroll processes

Certified Compensation Professional (CCP) designation or Certified Human Resources Leader (CHRL) designation an asset

Willing to obtain the Payroll Compliance Practitioner (PCP) certification with the Canadian Payroll Association

Strong, effective customer service and interpersonal skills

Ability to work in a team environment, liaise with key stakeholders and to function effectively with minimal supervision

Advanced computer skills including HRMS and MS Office

Excellent attention to detail and the ability to work in a faced paced, deadline driven environment

Strong time and project management skills with the ability to multi-task

Strong problem-solving skills with the ability to gather and interpret information

Strong analytical and research skills with the ability to formulate solutions to complex issues

Basic knowledge of collective agreements, related policies and employment legislation

Required to obtain and maintain a satisfactory criminal record check at candidates’ expense
