What can I expect in this role?

The HR Consultant provides strategic HR services and advice to enable clients to make informed decisions in a wide variety of HR areas, including labour relations, talent management, organizational design and workforce planning, employee engagement, diversity and inclusion, learning and development, health, safety and wellness, the interpretation and application of collective agreements, and the development and delivery of associated policies, tools, and training.

You will build and maintain collaborative and trusted relationships while partnering with managers and senior leaders on business planning initiatives in order to gain an understanding of their business plans, operational needs and challenges, and to assess, and consult on, potential HR risks, issues and opportunities. You will also represent the employer in the employer-union relationship and develop, maintain and model a strong employee/labour relations environment that reflects the OSC's vision, mission, and strategic direction.

How do I qualify?

Technical Skills and Knowledge

You have:

  • Advanced knowledge of human resource and management theories, techniques and principles, with specialized knowledge in labour relations, alternate dispute resolution, and negotiation to provide expert and strategic advice to clients.
  • Applied knowledge of relevant legislation as well as experience interpreting collective agreements and case law, and applying policies, directives and guidelines; prior experience in the broader public sector would be an asset.      
  • Generalist knowledge in a combination of the following human resources areas: talent management and recruitment, organizational design and workforce planning, job evaluation, salary and benefits/pension administration, employee engagement, diversity and inclusion, learning and development, and health, safety and wellness, to provide consultative services, support and tools for clients.
  • Knowledge of, and experience effectively using, human resources information systems and desktop software.

Communication, Relationship Management, and Consultation Skills

You have:

  • Demonstrated experience advising and guiding management by providing solution-oriented, client-focused and strategic advice and support.
  • Negotiation skills and strong judgement, political acuity, tact and discretion to facilitate the resolution of complex labour relations matters.
  • Consultation, customer service and relationship management skills to determine, understand and anticipate client needs and manage client expectations.
  • Written communication, presentation and facilitation skills to prepare and communicate human resources policies, practices and legislation in a clear, concise and meaningful way.

Strategic Planning and Analytical Skills

You have:

  • The ability to analyze business needs and risks, and to identify issues (in particular those that have labour relations, legal and/or policy implications), develop strategies and recommend/implement solutions.
  • Strategic thinking and creative problem-solving skills to tailor your advice based on specialized needs and to support the effective management of human resources.
  • Resourcefulness and research/analytical skills to independently identify, analyze and resolve a range of complex and sensitive issues.
  • Strong project management skills to lead and/or participate in projects for the development and implementation of corporate initiatives and experience managing a high volume of work with competing priorities and deadlines.

Salary Range: $68,738 - $99,046 per year
