Overview and Purpose

The Catholic Centre for Immigrants (CCI) has been welcoming newcomers to Ottawa since 1954. Our mission is to:

  • Promote and facilitate the reception of newcomers to Canada
  • Sensitize the community to address newcomers’ needs and invites it to respond
  • Assist newcomers to realize their full potential in Canadian Society


The organization is seeking to replace its current Executive Director and plan for an effective transition to a new Executive Director. The current Executive Director has successfully led the organization for the past 27 years and will be retiring in July 2022. CCI would like to retain the services of a Human Resources Specialist to provide a range of recruitment support services and guidance in the recruitment and selection of the new Executive Director. It is anticipated that the identified candidate would be selected in early 2022 and ready to start in the role by February 2022 (see proposed process timeline and milestone dates below). There will be the opportunity to work with the outgoing Executive Director for a period of time as part of the transition process. The organization is open to suitable candidates for this role across the country, however the successful candidate must reside or eventually relocate to the Ottawa-Gatineau region.


Scope

Under the direction of the Search Committee and with coordination and support from the outgoing Executive Director and the Human Resources Manager, the selected firm/individual will be responsible for:

  1. Developing a “search plan” for approval by the Search Committee and conducting the search, including: developing briefing package; job posting and advertisements; receiving applications; initial screening; and providing the Search Committee with a “long list” of candidates for consideration for interview.
  2. Developing a briefing package which outlines the agency mission and profile, job description, competencies/criteria for selection, the process to be followed, etc. This will be available to potential candidates. The development of this package will be based on input and working documents provided by CCI (job description, agency mission and profile, competencies/criteria).
  3. Developing a job profile for posting across identified job boards.
  4. Identify in the search plan the recruitment channels, networks, professional groups, and strategies the HR Specialist will utilize in their search.
  5. In conjunction with the Search Committee, develop a set of criteria and critical attributes for screening and selecting candidates, based on input from key stakeholders.
  6. Supporting the Search Committee in developing a “short list” of candidates that will be interviewed. Coordinating the interview process including: providing briefing summaries and other documentation on interviewees; briefing documents for interviewees about the organization and the position; scheduling suitable interview times and location; and debriefing with the interview committee.
  7. Supporting the Search Committee by developing an interview template and scoring process.
  8. Supporting the Search Committee following the interview process to select the most suitable candidate for the role.
  9. Submit periodic updates on the status of the process to the Search Committee at agreed-upon intervals.
  10. Conducting reference checks on any identified candidates and preparing and presenting a reference check report to the Search Committee.
  11. Assisting in the development and successful negotiation of an employment contract with the successful candidate(s).
  12. Providing any debriefing as necessary to candidates who participated in the interview process.
  13. Ensuring proper documentation of the process.


Proposed Process Timelines and Milestone Dates

June 1 - June 30, 2021:           Call for proposals for HR Specialist 
July - August 2021:                  Search Committee reviews and selects HR Specialist 
September 2021:                     HR Specialist and Search Committee meet to discuss and confirm next steps and begin search process 
Early November 2021:            Prepare/post Executive Director position 
November/December 2021:    Search Committee reviews and selects candidates for interview 
December 2021:                      Search Committee conducts interviews and selects candidate 
January 2022:                          Finalize offer of employment, Board announcement 
February 2022:                        New Executive Director starts


Proposal Details

CCI would like to receive proposals for the work by 5:00 pm on June 30, 2021, submitted to Carl Nicholson, Executive Director. Proposals should include:

  • A description of the general approach to be undertaken;
  • A draft plan to accomplish the objectives outlined;
  • Proposed timelines for each major step in the process;
  • Costs for all work and proposed payment plan;
  • Background of professional experience in human resources including relevant experience in conducting searches in the not-for-profit or association sectors; and
  • Suitable professional references supporting your experience in this type of process.
