The Human Resources Branch of the Legislative Assembly of Ontario seeks a Training and Development Specialist to join our team in Toronto, ON. Reporting to the Director, Human Resources, this position will drive the development and delivery of the Assembly’s educational programs to support employees in performing their roles. This person will be a "builder" and self-starter in shaping, designing and delivering learning content. This position will required supporting the daily operations’ educational needs and the Assembly’s strategic goals.

What You’ll Do

You’ll act with integrity to:

  • identify and analyze the skills, performance and knowledge gaps to create effective learning programs for all Assembly employees
  • design and align training initiatives with the Assembly’s strategic plan
  • implement and manage a Central Learning Management System (LMS) for the coordination of all Assembly training initiatives
  • establish standards and procedures related to ongoing management of training records
  • create, administer and deliver training for employees and management using a variety of instructional techniques
  • conduct needs analysis and recommend the delivery of new programs or changes to programs based on the changing workplace

You’ll support our collaboration as you:

  • collaborate with senior HR staff to develop and recommend training and development opportunities for employee relations requirements
  • explore opportunities for training partnerships with external agencies and facilitate multi-agency training exercises
  • review and evaluate course materials for completeness, accuracy and relevance
  • coordinate the scheduling of courses and ensure appropriate equipment and resources are available
  • establish a Mentorship program, evaluate the effectiveness, and recommend improvements

How You Qualify

You demonstrate excellence through your:

  • successful completion of a university degree in Human Resources, Business or a related field and/or a combination of relevant experience and education
  • completion of a degree or certificate in adult learning
  • ability to develop/execute learning solutions with a minimum of five (5) years of relevant experience in training and development, and/or equivalent education/training in organizational development practices, theories, principles and methods
  • ability to deliver learning to various audiences
  • expertise in developing learning content for multiple learning styles and delivery approaches
  • knowledge of computer information systems technology, tools and software applications to support ongoing (LMS) management planning/services and day-to-day needs 
  • excellent interpersonal, communication, and presentation skills to engage with key stakeholders, and prepare effective program updates for executive management
  • excellent program management, time management and prioritization skills to deliver on multiple priorities
  • strong negotiation, managerial, and strategic thinking skills
  • excellent English writing and verbal communication skills, with strong accuracy and attention to detail
