Advisor, Investigation & Resolution – Job ID 13855

Reporting to the Manager, Employee & Labour Relations, this position will be responsible for addressing matters relating to conflicts and/or allegations of harassment and discrimination pursuant to various statutes, arbitral jurisprudence and Regional policy.

The incumbent will:

  • Respond to allegations of harassment/discrimination within the workplace by conducting a thorough investigation, verify allegations and evidence and make appropriate findings and recommendations
  • Resolve discrimination/harassment complaints pursuant to Regional policies and/or arbitral jurisprudence or statutes
  • Conduct workplace mediation between parties experiencing conflict within the workplace
  • Continually develop, review and implement the Region's harassment and discrimination training tool, policies and procedures to ensure compliance and consistent human resource management
  • Provide education, training and expertise in matters relating to emerging human rights case law and legislative changes
  • Collaborate with the Manager, senior management and bargaining agents to facilitate and promote human rights policies and programs, promote the Region's Civility and Respect initiative, enhancing awareness and obligations pursuant to applicable statutes
  • Provide advice, guidance, counsel, support and expertise to all levels of the organization as it relates to conflict and harassment/discrimination allegations, inquiries and human rights in the workplace
  • Assist management in identifying any barriers that may impede positive relations amongst work groups and make recommendations as required
  • Research and monitor emerging trends from arbitral jurisprudence and other sources

The successful applicant will possess:

  • Post-secondary education in Human Resources Management/Industrial Relations or an equivalent combination of education and experience
  • Courses or certification in conducting workplace investigations
  • Extensive experience with workplace investigations including experience with harassment/discrimination and/or health and safety complaints
  • Extensive experience in dispute resolution through counseling, human resources or industrial relations activity, combined with several years experience in a unionized environment
  • Certification in Alternative Dispute Resolution is preferred
  • Proven experience and knowledge of employment legislation including Employment Standards Act, Labour Relations Act, Labour Arbitration Cases, Ontario Human Rights Code, Ontario Health and Safety Act, and Personal Health Information Protection Act
  • An understanding of the conceptual information relating to the Region's design, regulatory obligations, and inter-relationships with other levels of government or agencies
  • Superior report writing and documentation, research, presentation, communication and oral skills
  • Demonstrated problem solving, critical thinking, mediation and negotiation techniques

Salary: $92,963 to $116,204 per annum
