This is a professional position responding to the human resources related matters of the organization.  This position has a significant focus on; attraction, selection and retention of new employees, providing timely human resources advice, guidance, coaching and information to the employees, supervisors and managers in accordance with professional human resources practices, corporate policies and procedures, related employee memorandum of agreements, and labour legislation/regulations. 

Key major responsibilities include; supporting Manager of Human Resources in providing HR services in support of departments and advice/recommendations to Senior Leadership Team; negotiating collective agreements and fostering effective relationships; and being an active partner with the CAO and Senior Leadership Team in building organizational capacity.

This is a shared position established under a Shared Service Agreement between the Township of Puslinch and the Township of Centre Wellington.

Key Major Responsibilities:

Employee-Labour Management Relations

  • Serves as a resource for managers and staff to address labour relations and other Human Resources issues effectively. 
  • Assists the Manager of HR with all employee disciplinary actions up to and including termination and litigation.
  • Understands, interprets, implements and ensures compliance with all relevant provincial and federal legislation including the Employment Standards Act, Pay Equity Act, Occupational Health and Safety Act (including harassment and workplace violence), Labour Relations Act, Ontario Human Rights Code, Accessibility for Ontarians Act, Municipal Freedom of Information and Protection of Privacy Act, Workplace Safety and Insurance Act and Bill C-45.
  • Interprets and administers the provisions of the employee memorandum of agreement. 
  • Supports Manager of Human Resources to Represent the Township of Centre Wellington and Township of Puslinch at provincial tribunals including drafting submissions i.e., Workplace Safety and Insurance Appeals Tribunal, Human Rights Tribunal, etc.

Human Resources Administration

  • Supports the development of all the human resources policies and procedures.
  • Advises, recommends and provides reports, when applicable, regarding resolutions to all employment and human resources issues
  • Ensures the development, maintenance and update of the HRIS database system to generate scheduled and requested reports for the Human Resources Division and other Managers [i.e. absenteeism, performance appraisal due dates].
  • Works closely with the Manager of Human Resources to provide direction regarding the overall human resources component of the capital and operations budget, including costs of consulting projects, staff replacement and new staffing, and applicable salary and benefits.
  • Working closely with the Manager of Human Resources; coordinates, prepares, reviews and recommends annual divisional operating and capital budgets, monitor and administer approved budgets and report on same.
  • Performs all other duties as assigned and/or required.

Talent Management/Recruitment & Selection

  • In collaboration with department managers, recruits new staff, screens applications, prepares interview plans and conducts interviews.  Assist in creating / maintaining current and accurate job descriptions including coordination with Manager of Human Resources on job classifications.
  • Conducts reference checks, schedules interviews, drafts offer letters, coordinates and facilitates sign-ups and orientation of new staff. 

Total Rewards/Compensation & Benefits 

  • Ensures that all applicable employee positions are evaluated and appropriately compensated within the job evaluation process and compliant with the Pay Equity Act.
  • Researches and reviews appropriate external market comparators for appropriate and fair compensation and benefits for internal negotiations, and organizational/departmental change management.
  • Ensures all job descriptions and organizational charts are maintained as required in conjunction with the Senior Managers.
  • Supports Manager of HR to provide overall direction regarding job evaluation, compensation, benefits and pension (OMERS).
  • Coordinates/supports the Employee and Family Assistance Program (EFAP) for all permanent full time and permanent part time employees as well as volunteer firefighters.

Employee Contract Negotiations  

  • Participates in collective bargaining as required.
  • Assists Manager of Human Resources to write Memorandum of Agreement language and Letters of Understanding as required.
  • Supports Manager of HR in investigations of employee and/or employer issues and grievances as they arise in consultation the employees, managers, Staff Association or Fire Association representatives, Chief Administrative Officer and/or legal counsel, if required. 
  • Attend Labour Relations Committee and other Staff Association meetings or hearings.
  • Communicates changes to HR policies, procedures and practices to the Staff Association Chair, as required.

Disability Management and Health & Safety  

  • Works in collaboration with managers and provides direction regarding short and long term disability, health and safety matters, WSIB, return to work programs and processes and workplace accommodation.
  • Supports the attendance management process through the Attendance Support Program and provides guidance to managers and supervisors on managing absenteeism and resolution.
  • Champions the health and safety and return to work programs and fosters the commitment to health, safety and wellness by providing leadership.
  • Directs the WSIB and disability claims process, regularly assesses and reports on implications to the Townships and recommends proactive strategies to manage time off and costs.

Qualifications and Requirements:

  • Successful completion of a Bachelor’s degree from a recognized post-secondary institution in Human Resources or a related field.
  • A professional human resources designation i.e. Certified Human Resources Professional (CHRP) 
  • University degree accompanied by post-graduate studies in Business, Public Administration and Management Studies is considered an asset.
  • Minimum of five (5) years of human resources experience, with at least two (2) years of related experience in a similar management role with a broad human resources portfolio, preferably in a municipal or other public sector employer.
  • An excellent working knowledge of all human resources, employment legislation and practices.
  • An excellent background in progressive labour and/or employee relations.
  • Well-developed leadership and administrative abilities combined with excellent presentation, writing and problem-solving skills.
  • Excellent demonstrated collaborative working relationships with the senior management team and Council.
  • Ability to maintain excellent and detailed records, and communicate effectively with internal staff, employee associations, community and provincial agencies, elected officials and the public.
  • Ability to maintain absolute confidentiality and security in correspondence and documentation.
  • Excellent listening skills, empathy and understanding of personal issues of employees at all levels while demonstrating fairness and firmness in resolutions.
  • Excellent working knowledge of computers and applicable software.
  • A valid “G” driver’s license and access to a vehicle is required.

Annual Salary:                 

$78,741 - $92,116
