The Labour Relations Officer will provide senior level professional advice and assistance with respect to labour relations matters for all bargaining units.  Under the direction of the Senior Labour & Employee Relations, the Labour Relations Officer assists in promoting collaborative, harmonious relations between the Board and its employee’s through the negotiation, administration, and interpretation of the Board’s Collective and Working Conditions agreements, as well as through fair and objective investigation and resolution of issues and concerns.  Further, the Labour Relations Officer assists in the implementation and monitoring of the Board’s pay equity plans and assists with the Board’s job evaluation programs.

Description:

  • Conduct workplace fact-finding meetings and investigations of all allegations of misconduct:
  • Draft questions and participate in the fact finding meetings/investigations for all employee groups.
  • Draft and edit reports, recommend resolutions, and communicate findings relating to the workplace to senior management.
  • Prepare for and attend grievances, mediations, and arbitration proceedings and hearings.
  • Ensure all matters are fully researched, responses are prepared and issued with prescribed timelines
  • Provide assistance to Senior Manager on external complaints such as Human Rights, Pay Equity and Ministry of Labour
  • Assist in the administration and interpretations of the various collective agreements and terms of conditions agreements.
  • Assist in the implementation of the Board’s attendance support policy and Disability Management policy/procedures.
  • Assist in the implementation of the Board’s Disability Management policy/procedures.
  • Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services
  • Assist the Senior Manager, Labour and Employee Relations with other activities in the Human Resources Department as needed, such as providing support in the collective agreement bargaining process by assisting with the development of proposals and counter proposals
  • Conduct market or external research on topics such as labour relations, compensation, pay equity/job evaluation and best practices.
  • Coordinates the Board’s job evaluation program including acting as a member of the various job evaluation committees.
  • Gather all relevant information related to job evaluation and analyze the information.
  • Act as Management Co Chair on the JE Committees and prepare recommendations to Senior Administration.
  • Assist in the implementation and monitoring of the Board’s Pay Equity Plans.
  • Conduct market or external research on topics such as compensation, pay equity/job evaluation
  • Prepare recommendations to Senior Mgmt.
  •  Some travel required
  •  Demonstrate proficiency in MS Office Suite (Word, Excel, Outlook) and Human Resource  Information Systems (HRIS)

Qualifications:

Minimum qualifications:

  • Labour Relations or Human Resources Management college diploma or equivalent with five years progressively responsible labour relations experience in a complex unionized environment.
  • 3-years of labour relations/Human Resources experience in a unionized environment
  • Demonstrated knowledge of labour relations, grievance and arbitration process, negotiations and employment legislation labour (Labour Relations Act, Employment Standards Act, Ontario Human Rights code, Occupational Health & Safety Act, Education Act)
  • Highly developed analytical and problem solving skills

Preferred qualifications:

  • University Degree in Labour Relations, Human Resources Management or equivalent with five years progressively responsible labour relations experience in a complex unionized environment, or an equivalent combination of education and experience
  • 5-years of labour relations experience working in a complex unionized environment
  • Certified Human Resources Professional Designation (CHRP) or working towards
  • Certified Human Resources Leadership Designation (CHRL) or working towards
  • Completion of specialized training in mediation and investigations
  • Demonstrated ability to exercise significant discretion and sensitivity, and to use consultative and relationship building skills with diverse unionized and non-unionized groups.
  • Demonstrated ability to compile and analyse data, present data in a meaningful manner; and submit clear, concise and timely reports
  • Ability to manage multiple competing priorities
  • Flexible, self-directed and able to work effectively with minimal supervision.
  • Excellent communication, interviewing, investigation and negotiation skills with the ability to communicate and explain complex situations and effectively influence outcomes.
