  1. Labour & Employee Relations:
  • Establish and maintain constructive communication and effective working relationships with management and union representatives.
  • Provide consultation, advice, and support concerning the interpretation and administration of the collective agreement, policies, and various forms of relevant legislation.
  • Provide consultation, advice, and support on employee performance management, formal coaching, discipline, termination, negotiating exit and last chance agreements, and memorandums of agreement.
  • Manage CLC’s response(s) to complaints and grievances, chair grievance meetings, prepare correspondence and materials maintain records, complete related research and determine possible resolutions
  • Liaise with all workplace parties to achieve organizational objectives, resolve issues related to grievances, conflict resolution, accommodations, sick time and disciplinary process.
  • Conduct investigations concerning performance, employee/management inquiries and employee suggestions and/or complaints.  Participate in corrective actions and conflict resolution meetings.  Prepare and participate in termination meetings.
  • Collaborate with the Executive team, to coordinate collective bargaining planning and preparation, including conducting research and preparing documentation.
  • Acting as a key member of the Employer/Employee Relations Committee (EERC), advise the Executive team of key labour relations matters, oversee meeting agendas to ensure issues are addressed through proactive engagement.
  • Contribute to the design, development and delivery of labour relations education and training initiatives for management and staff.
  • Support the Director of Human Resources, assist in compiling and analysing data in keep informed about negotiation trends and sector specific issues.
  • Oversee the Attendance Management program including review/revamp of program and monitor data about absenteeism.
  1. Workplace Accommodations:
  • File and complete claims for occupational and non-occupational illness or injury claims.
  • Work with employees to set up and manage return to work plans, offer support to staff who are on leave and in a return to duties.
  • Perform reviews of medical accommodation requests and in collaboration with all workplace parties identified possible accommodations. 
  • Liaise with payroll and Manager of Workforce Planning about needed information for payment and scheduling.
  • Identify, develop and implement policies, processes and strategies for accommodations and return to work.
  1. Health, Safety & Wellness:
    • Ensure organizational compliance with occupational health and safety legislation by keep up to date on legislation and align policies and practices as required.
    • Work with the worker representatives of JHSC, identify and update safety training content and ensure documentation is maintained.
    • As a certified management member of JHSC, participate in regular meetings and policy review. Coordinate and/or conduct accident/risk investigations. 
    • Design and implement wellness initiatives focusing on physical and mental health .Conduct pulse surveys, perform annual review of policies and complete rewrites where needed, maintain stats, and monitor occupational and non-occupational trends and act upon those that  require further attention.
  1. Projects and Support:
    • Work with the Director of Human Resources to develop ongoing training which supports management and leadership development.
    • Review, rewrite and develop HR policies and job descriptions.
    • Maintain AODA compliance and assist with any MCCSS documentation and compliance requirements.
  1. Other:
  • Attend all required training sessions and complete regular recertification programs before expiration (e.g., First Aid & CPR, NVCI, etc.).
  • Complete any necessary documentation required by the Ministry of Children, Community and Social Services and audit guidelines.
  • Able to work flexible hours when needed to provide HR support for a 24/7 operation.  
  • Be thoroughly familiar with and abide by  CLC health and safety policies and procedures, using safe practices at all times, and reporting all unsafe conditions, accidents, hazards, and practices to management immediately.
  • Be familiar with program specific and CLC policies, procedures and the collective agreement and work within those frameworks.
  • Must be able to perform the essential duties of the position.
  • Perform other duties as required.

Qualifications

  • 5-8 years’ of related labour relations experience and expertise with particular emphasis on collective bargaining, handling grievances and arbitration, performance management, dispute resolution, investigations, and complex workplace accommodations.
  • Post-secondary degree or diploma in Human Resources, Labour Relations, Business Administration, or related discipline.
  • CHRP or CHRL designation or equivalent is preferred.
  • A minimum of 3 years’ experience at a management level.
  • Knowledge and experience with various forms of employment law and labour legislation, such as Employment Standards Act; Labour Relations Act; Ontario Human Rights Code; Occupational Health & Safety Act;, and other relevant legislation and/or regulations pertaining to the client group(s) served is preferred.
  • Computer literate with solid knowledge in MS Office.
  • Excellent human relations and communication skills with the ability to professionally and confidentially deal with conflict and counsel, advise, coach and motivate staff at all levels using a collaborative approach.
  • Ability to take action in solving problems while exhibiting judgment and a realistic understanding of issues, able to use reason, even when dealing with emotional topics. 
  • Ability to think both logically and creatively, a business-focused approach, high degree of organization and a commitment to continuous learning.
  • Ability to work with people in such a manner as to build high morale and group commitments to goals and objectives. 
  • Ability to write clearly and effectively present ideas and to document activities; to read and interpret written information.
  • Must be able to work flexible hours.
  • Proficiency in the use of the computer including but not limited to word processing, spreadsheets, and internet
  • Must have strong problem solving and conflict resolution skills leadership and facilitation skills.
  • Must be able to provide a satisfactory Vulnerable Sector police check.
  • Must have a valid driver’s license and a driver’s abstract that is acceptable to CLC.
  • Must be willing to travel for meetings, functions and educational opportunities.
