Workforce Planning Analyst

Two (2) permanent, full-time positions

Through its “Ignite Learning” campaign, the Durham District School Board (DDSB) has outlined its strategic priorities, which include Success, Well-Being, Leadership, Equity, Engagement and Innovation. This is an exciting opportunity for the Workforce Planning Analyst to contribute meaningfully to these priorities.

Reporting to the Manager, Employee & Labour Relations, you will support the Human Resource Services (HRS) Department in staffing projections, class, credit and staffing allocations and staff placement processes, as per the respective Collective Agreements, while ensuring alignment within the allocated budget and compliance with Ministry and Board staffing allocation initiatives. As a Workforce Planning Analyst, you will be expected to fulfill daily and/or weekly data requests regarding staffing and enrolment levels, both current and projections, for all Board staff. You will also be responsible for compliance requests to the Ministry of Education for Primary Class Size, Secondary Average Class Size, etc., and for overseeing the leave of absence request process and adjudication, ensuring compliance with Collective Agreements.

Recognized for your customer service focus and strong communication skills, as much as your critical thinking abilities and experience interpreting and applying collective agreements, you will work collaboratively with multiple departments (Facilities Services, Planning and Business, HRS), School Administrators, Superintendents and federations/unions to get things done. We will count on you to develop staffing timelines annually, analyze and make staffing level recommendations during enrolment projection periods, assist with labour relations matters involving staffing, attend labour/management meetings, as appropriate, and prepare the School Year Calendar for approval as well as statistical reports and correspondence.

Your profile as a qualified Workforce Planning Analyst will include:

  • Post-secondary education in Business, Human Resources or a related field.
  • Experience in human resources, an asset.
  • Strong background in math, spreadsheets, logical thinking and critical analysis.
  • Knowledge and understanding of collective agreements, and Ministry of Education and school board policy.
  • CHRP designation and experience working in the academic sector, preferred.
  • 5 years’ experience working with HR metrics and analyzing data/information.
  • 5 years’ Customer Service experience.
  • 3 years’ experience in labour relations, interpreting and applying collective agreements.
  • Critical thinking, problem-solving and analytical skills.
  • Ability to write reports and present information effectively with a high attention to detail and accuracy.
  • Strong knowledge of employment-related legislation, i.e. Employment Standards Act (ESA), Occupational Health and Safety Act (OHSA), Ontario Human Rights Code, etc., and experience in program/policy development.
  • Experience interpreting and applying collective agreements within a large unionized, multi-union environment.
  • High level of relevant computer experience and proficiency.
  • Strong interpersonal, innovation, collaboration, mediation, coaching, conflict resolution, and organizational skills and customer service focus.
  • Excellent communication skills: presentation, verbal and written.

Salary range: $78,431 - $91,765 per annum
