Department Manager - Human Resources

Reporting to the Director, Human Resources, the Manager, Human Resources is responsible for providing administrative leadership and direction to the Human Resources team, which plays an integral role in supporting the organization through the provision of a wide range of Human Resources programs and services that is consistent with the mission, vision, values, objectives, policies and standards of the Board of Health

Key Responsibilities:

  • HR Strategy (strategy, culture, organizational design, change management, metrics and analytics),
  • Employee Engagement (engagement strategy and diagnostics, engagement action plans),
  • Talent Acquisition (employer brand, candidate sourcing and assessment, internal mobility),
  • Total Compensation (compensation, recognition, pay equity, and benefits administration),
  • HRIS - human resources information/management systems,
  • Talent Management (competency framework, succession planning, workforce planning, talent assessment),
  • Performance Management (coaching, performance appraisal, goal setting),
  • HR Operations and Infrastructure (occupational health and safety, policy and procedure development and compliance, employee and labour relations (non-union and union), communications, technology, budget, privacy, and student and volunteer coordination),
  • Learning and Development (onboarding, employee and management development, leadership development).

Specific Knowledge, Skills & Abilities:

  • Comprehensive high degree of knowledge of employment legislation, regulations and decisions
  • Knowledge of WSIB claims management and the WSIB Act
  • Proven ability to analyze complex issues and propose creative solutions and best practices in an environment of competing interests
  • Experience within a unionized work environment with multiple collective agreements
  • Ability to maintain confidentiality
  • Proficient in using appropriate computer software and Health Unit communication systems
  • Appropriately apply procedures, requirements, regulations and policies
  • Proven ability to organize written information in a clear and professional manner
  • Ability to communicate orally in a clear and pleasant manner
  • Ability to readjust priorities to respond to changing demands
  • Ability to use systems to organize and keep track of information
  • Proven ability to demonstrate consistency and fairness when dealing with staff and the public
  • Knowledge of finance and accounting principals
  • Demonstrated ability to create a supportive environment through effective human resource management
  • Ability to manage multiple projects
  • Demonstrated effective problem solving, conflict resolution, negotiation, relationship building skills and mediation skills
  • Proven ability to work independently with competency and accuracy and as a member of an interdisciplinary team

Qualifications:

Education – Training - Experience

  • Bachelor’s degree (B.A.) from four-year College or university in Business Administration, Human Resources or equivalent related field
  • Minimum of five (7) years recent professional experience in a human resources role, with progressive leadership responsibility
  • Minimum of three (3) years of experience in a supervisory role
  • Minimum of three (3) years experience in Labor Relations and Employee Relations
  • Current Certified Human Resource Leader (CHRL) designation

Preferred Qualifications:

  • Senior Human Resources Professional (SHRP) desired
  • Occupational Health and Safety Certification preferred

Other:

  • Working hours will vary within a 35-hour paid work week; with evening and weekend work required
  • Work will be completed in a general office setting
  • A valid Ontario driver’s license and access to a reliable vehicle is required
