CLEO (Community Legal Education Ontario/ Éducation juridique communautaire Ontario) is seeking the services of an experienced HR consultant to help us develop a compensation structure, an updated pay equity plan, and a management structure and succession plan. We are a not-for-profit community legal clinic, funded by Legal Aid Ontario, federal and provincial governments, as well as the Law Foundation of Ontario.
Over the last 15 years, we have sought and received funding to carry out a number of short and long-term projects (including online and training projects) that require staff with different skill sets and experience. During that time, our staff has doubled in size to a total of about 25. We want to ensure that we develop a plan that will allow CLEO to attract the skills that we need now and in the future, ensure equitable compensation for our staff (with an up-to-date pay equity plan), and support smooth management transition in the future. The consultant must have in-depth experience of pay equity plans, and experience working with an organization with unionized staff.
Deliverables:
We would like to receive proposals to meet the following objectives:
• Identifying the knowledge, skills, responsibilities, education experience required for each position in our
organizational structure
• Developing a compensation structure to ensure fairness and equity; this could include pay bands, starting
salaries, and how to move between bands
• Updating our current pay equity policy
• Helping us strategize for engagement with the union vis-à-vis the compensation structure and revisions to
the pay equity plan (five of our staff are unionized)
• Recommending a future management structure, including HR and financial administration, to ensure that it
will meet the needs of the organization going forward
• Developing a succession plan for CLEO’s management
• Reviewing and updating staffing structure for small training/ research team
