Human Resources Generalist: (Temporary Contract for Approximately 15 months)
Reporting to the Senior Labour & Employee Relations Advisor, the HR Generalist is accountable for developing and implementing a variety of progressive recruitment strategies, initiatives and technology to ensure access to skilled candidates to meet the Corporation’s current and future workforce needs. 

Job Duties Include:

  • Works closely with hiring managers and is the key resource to the HR team ensuring that recruitment and selection functions are handled in a timely manner for select client groups 
  • Provides support and guidance to managers and staff with respect to recruitment, related technical and competency skills assessment and selection
  • Coordinates and supports the recruitment of full-time and part time positions; schedules and leads the interview process; makes offers of employment; conducts references; arranges and reviews technical and competency skills assessment testing (if applicable)
  • Ensures recruitment and hiring process in done in accordance with Town policies, collective agreements and applicable legislation 
  • Monitors recruitment effectiveness using quality indicators, benchmarks, statistical analysis, etc., and reports any issues to Senior Labour & Employee Relations Advisor
  • Responsible for the effective implementation and integration of social media recruitment techniques and external advertising with other online media providers
  • Makes recommendations to support diversity and inclusivity related programs
  • Develops relationships with industry counterparts to build information exchange networks and maintain best practice knowledge
  • Identifies opportunities to improve services and processes to ensure cost efficiencies, added value to meet customer service needs and organizational demands
  • Gathers data to produce a variety of reports and metrics related to workforce planning and candidate profiles from Taleo
  • Coordinates and maintains data records in the HRIS, including data entry and integrity, report generation, security access and to assist with interfaces as may be required
  • Prepares ad hoc reports such as seniority lists and distributes in a timely manner and as per collective agreements
  • Lead role of the Applicant Tracking System recruitment and on-boarding modules; responsible for upgrades as required on a timely and cost effective basis
  • Is responsible for fully coordinating, organizing and implementing the Service Recognition Awards Program each fall
  • Other duties may be assigned from time to time

Qualifications/Skills:

  • University degree in Human Resources or equivalent combination of education, training and experience deemed appropriate
  • A minimum of five (5) years’ experience in recruitment with a minimum of one (1) year general experience in other areas of HR, preferably in a municipal environment
  • Certified Human Resources Professional (CHRP) attained or in progress, or other equivalent Human Resources Designation
  • Knowledge of employment and related legislation (Human Rights Code, Employment Standards Act) and ability to interpret legislation and collective agreements accurately
  • Advanced computer skills in Microsoft Office (Word, Excel, PowerPoint); demonstrated experience working with Applicant Tracking Systems (TALEO an asset)
  • Skills in the use of talent sourcing and selection techniques including social media and other online recruitment methods (e.g. LinkedIn, Twitter, YouTube, Pinterest, Facebook, Google, mobile recruiting) to support outreach and employment marketing
  • Excellent communication and interpersonal skills with the ability to interact and communicate (orally and in writing) effectively with all levels of the organization
  • Excellent customer service skills
  • Discretion and tact when dealing with sensitive and confidential matters
  • Possession and maintenance of an Ontario Driver’s License, minimum Class ‘G’ in good standing

Pay Range:  

$76,131 - $84,590 per year

This is a Temporary non-union position that works a 35 hour work week.
