Position Summary:

Develops and enforces new and current Human Resource policies and programs for the Oshawa, Ingersoll, and Windsor facilities.  Assists and advises Facility Managers and General Manager on Human Resource issues.

Essential Functions, Duties and Tasks:

  • Develops and administers various plans and procedures for the Oshawa, Ingersoll and Windsor personnel
  • Recommends new approaches, policies, and procedures to effect continual improvements in the efficiencies of the operation
  • Participates in developing department goals, objectives and systems with facility managers, accounting managers, supervisors and recommends changes when necessary
  • Recommends and implements policies and procedures; prepares and maintains handbooks on policies and procedures; recommends and sits in on bargaining committee for union negotiations; addresses and responds to union grievances; performs benefits administration to include claims resolution, change reporting, approving invoices for premium payments and information activities
  • Assists in keeping associates informed of all changes in personnel policies, councils with associates on personnel policies and on personal problems
  • Assists in the solutions and appropriate adjustments to complaints received from associates and management
  • Directs employment activities, assuring that properly qualified associates are recruited and hired for exempt and non-exempt positions within the Windsor, Ingersoll and Oshawa facilities
  • Interviews job applicants and checks personal qualifications; refers applicants to supervisory personnel for interview; investigates references and handles details of associate induction
  • Coordinates, recommends and participates with facility supervision in disciplinary or termination proceedings
  • Protects interest of associates and company in accordance with company policies and governmental laws and regulations.  Identifies legal requirements and governmental regulations and monitors exposure of the company
  • Establishes and administers in-house management training programs that address the needs of the facility.  Provides necessary education and materials to line management and associates
  • Maintains good public relations with various civic organizations, local plants, vendors and businesspeople in the community regarding Human Resource functions
  • Keeps Director of Human Resources and Regional Manager informed of significant problems that could jeopardize the achievement of the company
  • Duties as noted on the “Assignment of Responsibility” task list

Additional Responsibilities:

  • Establish and maintain general control methods, records and files as required for effective Human Resource function
  • Tour, monitor safety coordinators/personnel and review safety meeting and inspections to assure and ascertain safety of operations, compliance with laws, rules and regulations and to maintain a visible link to an open, interpersonal work environment
  • Monitor attendance
  • Assume other duties as assigned by the corporate Vice President of Human Resources or Vice President of Regional Operations
  • Sets up files on new associates and orientation of new personnel.  Records changes on all employee status as needed
  • Verifies employment and medical coverage for associates
  • Verifies and completes unemployment questionnaires on associates
  • Maintains logs, updating weekly
  • Maintains compliance, vacation accrual log
  • Work with WSIB, Ontario Labour Standards, TPA, claim adjusters and counselors to assist and encourage recovery from injuries and quick return to work
  • Maintains logs dealing with injuries/accidents on the job
  • Ensures compliance on payroll and business rule applications
  • Ensures accurate repertoire by facility and has been forwarded to corporate management on requested dates:
    • Vacation Accrual
    • Organization charts
    • Labour hours for weekly wage to revenue
    • Weekly temporary labour report
    • Monthly WSIB reports
    • Reporting of 600 and 601’s within 24 hours of incident
    • Monthly bills
  • Verifies and acts as Plan Coordinator for Benefits program

Knowledge, Skills and Abilities:

  • Generalist background with a broad knowledge of employment, compensation, organization planning, employee relations, bargaining units and training and development
  • Exhibit good verbal and written communication skill

  • Excellent interpersonal skills.  Ability to get along with diverse personalities on all levels of the organization.  Be tactful, mature and flexible

Education, Experience, and Minimum Requirements:

  • Ten years direct applicable HR experience, HR implementing programs, working with organized labour and coaching management
  • Three-Five years of HR experience in manufacturing environment
  • Generalist background with a broad knowledge of employment, compensation, organization planning, employee relations, bargaining units and training and development
  • Overnight and international travel may be required via personal or rental vehicle, or by airplane
