Reporting to the  Manager, Human Resources, the Senior Advisor, Total Rewards is responsible for providing expertise to management and employees in the areas of pension, benefits, pay equity, recognition rewards and Human Resources systems governance The incumbent is also responsible for administering, communicating the development, implementation, and monitoring of current policies, processes, delivery of annual reports, educational sessions for programs related to pay equity pension, benefits and recognition rewards. The Senior Advisor, Total Rewards performs all other duties and responsibilities related to the position as required.

Key Tasks and Responsibilities

Develop pay equity, pension, benefits and recognition rewards policies, procedures and processes that reflect the organization’s overall management philosophy, its total compensation strategy, ensures the interpretation and application for compliance with the Canada Labour Code and relevant professional standards;

Develop, ensure governance and oversee the execution of compensation programs including salary management, merit, bonus, recognition rewards, signing bonus and referral bonus;

As subject matter expert, provide consultations with respect to pay equity, pension and benefits on employee-specific issues and organization-wide initiatives;

Research, evaluate new initiates and provide recommendations to senior management in order to provide a competitive total compensation package in line with the organization’s talent management goals and proactively researches best practices, trends and methods;

Oversee the HRIS system ownership, maintenance, development and evolution through various project initiatives; maintain associated BI tools and document reporting needs for the organization and oversee the updates and improvements for Taleo and Skillport;

Attend regular meetings on systems governance (PMC), monitor reporting, such as Office of the Superintendent of Financial Institutions (OSFI), and ensure alignment with CATSA’s guidelines;

Design and deliver educational and awareness sessions to management and employees on pay equity, recognition rewards, and retirement planning;

Create and prepare all related communication, tools ,including but not limited to booklets, intranet bulletins, total rewards statements; and

Develop and deliver executive management briefings and presentations on performance/activities.


Oversee health, disability benefits program by working with external partners and ensuring plans are efficient and competitive;

Ensure that management is kept appraised of legislative or regulatory changes impacting our pension or benefit programs;

Escalates the more complex situations to Manager, Human Resources, with recommendations;

Ensure the integrity of all data contained in our HRIS systems payroll and pension administration systems, recruitment systems, learning systems as well as the integrity of interfaces between these systems; and

Identify opportunities to automate processes wherever the benefits of automation outweigh manual efforts.

Partnerships and Stakeholder Relations

Liaise with external service providers as it relates to the contract administration and delivery of total compensation programs;

Works closely with the Senior Advisor, Employee Relations and internal counsel providing guidance on total compensation related files;

Leads Pay Equity committee, ensures consistent and appropriate application of job evaluation methology with a view to preserving the integrity and credibility of the programs and pay equity obligations; and

Establish an external network for the exchange of information on best practices in industry and an internal network to facilitate the exchange of information throughout CATSA; conduct research on emerging trends and issues in the industry and provide recommendations for continuous improvement of service offerings and cost containment.


Provide training, coaching and guidance on escalated or complicated cases for all CATSA employees and refine their skill set;

Build total reward analysis and metrics to drive effective decision-making and ensure that the total compensation program offerings support, attract, retain and engage of a high performing workforce; and

Acts as a back up for the Manager, Pay, Benefits and HR Systems as it pertains to compensation related data.

Graduation from a recognized college or university with a specialization in human resources, business administration, law, or some other specialty relevant to the duties of the position;

A minimum of seven (7) years of progressively responsible total compensation such as pension, pay equityand recognition rewards;

Experience researching and compiling industry wage and benefit surveys (e.g. medical, dental, pension);

In-depth knowledge of compensation laws, employment legislation and pension and benefits allocation decisions which could impact the organization;

Knowledge of and experience with, compensation principles and concepts, compensation analysis nd consulting including compensation plan structure design and implementation;

Knowledge of various HRIS, Business Intelligence (BI) tools and Dayforce.


Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA;

Experience providing pension and benefit administration in a public or para-public environment;

Willingness to learn about DB and DC plans;

Strong financial and business acumen coupled with strong analytical, process and detailed oriented;

Designation as a Certified Employee Benefits Specialist or Certified Compensation Professional;

Knowledge of project management tools and methodologies.
