Job Details

Reporting to the Manager, Human Resources Programs, the Advisor, Human Resources is responsible for providing advice and support on human resources services and programs to employees and management. The incumbent will provide advice and recommendations surrounding all areas of human resources including, but not limited to, employment equity, diversity and inclusion, official languages, employee recognition, performance management, career planning and occupational health and safety. The Advisor, Human Resources performs all other duties and responsibilities related to the position as required.

Key Tasks and Responsibilities

Contribute to the development of corporate Human Resources (HR) policies, procedures and programs, especially on employment equity, official languages, recognition, occupational health and safety, performance management.

Contribute to the evaluation of programs and needs assessments.

Provide guidance, advice and analysis on questions or situations related to the Code of Ethics, Conduct and Conflict of Interest for the Employees of CATSA.

Conduct research and analysis on a wide spectrum of employment and labour law issues, including HR policies and procedures.

Keep up-to-date with employment law, legislative change, and other major events/matters with potential employee relations impacts.

Liaise with service providers for CATSA’s second language training program, identify training needs and enroll participants as required.

Collaborate with team members for the introduction of new programs or the refinement of programs, policies and services.

Collect and analyze workforce data in relations to the employment equity program/plan and

Prepare annual reports on different programs, (e.g. official languages, employment equity, and attrition).

Oversight

Assists with the development of recruitment strategies for employment equity and official languages purposes.

In collaboration with Senior Advisor, Employee Relations conducts exit interviews and analysis data

Monitor and ensure that CATSA and their Diversity and Inclusion Network acts in all best interest and participate in the Diversity and Inclusion Network.

Partnership and Stakeholder Relations

Provide guidance and develop solutions that actively engage management in improving their knowledge and skills to effectively manage workplace problems such as performance issues, conflict resolution, absenteeism, accommodation, disability management, ethics and conduct and harassment.

Collaborate with management and employees in the development of solutions on a wide spectrum of employee relations situations with varying degrees of risk including performance management (at all stages of the performance cycle, including termination), conflict resolution and harassment.

Support and provide advice to local Occupational Health and Safety Committees as needed.

Advise management and employees on appropriate strategies, risks and consequences within the context of selected legislation, including the Canada Labour Code, the Human Rights Act and the Employment Equity Act.

Work collaboratively with other HR team members in sharing relevant information as it relates to employee relations issues.

Provide training to employees and management on HR programs such as performance management, official languages, employment equity and health and safety.

Tact, diplomacy and discretion.

Essential

Graduation from a recognized college or university with a specialization in Human Resources, Industrial Relations, Business Administration or another speciality relevant to the duties of the position;

A minimum of five (5) years of progressive experience in HR in two (2) or more disciplines which may include: health and safety, performance management, talent management, employment equity, employee recognition or HR policy;

A minimum of three (3) years of experience providing advisory services on HR issues to employees and management;

Experience with the ongoing application of a job evaluation methodology, and facilitating job evaluation committee meetings;

Experience in forming, leading and facilitating meetings and work groups;

Experience supporting the development or delivery of programs, policies and procedures in an HR environment;

Strong ability to use a variety of software applications such as Word, Excel and PowerPoint.

Valuable

Canadian Human Resources Professional (CHRP) designation or equivalent;

Knowledge of the principles, theories and current trends and practices in the HR field;

Knowledge of applicable legislative requirements that govern HR management;

Ability to efficiently use a Human Resources Information System (HRIS) to extract data using existing reports; analyze the data using MS Office applications (intermediate level);

Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA;

Knowledge of the aviation industry and related regulatory and security issues.
