Job Description – Human Resources Manager

Location: 7902 Birnam Line, Arkona ON N0M 1B0

Established in 1973, Birnam Excavating Ltd. is a privately owned, family run company engaged in the sewer, watermain, road building and general contracting industry. Our work involves upgrading key infrastructure under the ground in addition to providing quality surface works, as well as mechanical systems, process works, water and wastewater and general infrastructure projects.

In your role as the HR/H&S Manager, your main goal is to combine your HR/H&S knowledge and expertise with your drive to continuously improve the people side of the business. You will report to the CEO and will be an integral part of the leadership team here at Birnam.

The successful candidate will be responsible to perform a wide range of human resources services, including but not limited to:

Leadership

  • Be a key player, an “HR Business Partner”, within the leadership team by attending all meetings.
  • Participating in strategic discussion by providing HR and people expertise for a company of 50-100 employees.
  • Supervise and provide consultation to management on strategic staffing plans, like compensation, benefits, training and development, budget and labor relations.
  • Ensure high level of service and quality in the delivery of HR products and services to the organization.
  • Develop, coach, train, and mentor a team of new leaders to deliver a high level of excellence and communications best practices; provide guidance on escalated situations.
  • Provide counsel to leaders on talent retention and development, encouraging and supporting employee development through formal training and promotional opportunities within the organization.
  • Promote practices and policies contributing to an environment which supports and rewards employees and generates a high-performance culture aligned with Birnam’s values.
  • Lead the selection of external vendors for human resources related requirements, such search firms, consultants, health benefit providers, contractors with specialized expertise and other vendors as required.

Full Cycle Recruitment

  • Maintain job descriptions and ARA’s for quick reference when beginning a new recruitment cycle.
  • Post job vacancies on appropriate platforms and maintain a detailed log of candidates.
  • Perform phone screens.
  • Schedule in-person (temporarily virtual) interviews.
  • Assist with in-person interviews, take notes and complete candidate scorecard in conjunction with the interviewing team.
  • Complete reference checks.
  • Conduct compensation research as required.
  • Administer the offer of employment.

Health & Safety

  • Own the Health & Safety program at Birnam including policy maintenance, applicable workforce training, maintenance of Health and safety Excellence Program, training logs, safety inspections, etc.
  • Liaison between management and field employees to address safety concerns and ensure prompt reconciliation.
  • Communicate new and ongoing H&S information to employees and management. 
  • Organize and run the quarterly safety meetings, as well as take meeting notes to be posted on the Health & Safety board.
  • Track and manage safety supplies within the office and at each job site.
  • Make frequent visits to job sites to conduct site inspections, demonstrating ability and willingness to enter job sites wearing appropriate PPE including work boots.

Onboarding & Offboarding

  • Collect new employee information and maintain all employee information in our HRIS system, Maestro as well as the electronic employee filing system.
  • Administration of all applicable training required to begin work, including the review of company policies and handbooks.
  • Conduct onboarding and exit interviews.
  • Manage employee exits including resignations and terminations.

Benefits Administration

  • Set up employees with their eligible Health Benefits during the onboarding experience.
  • Train employees on how to access their Benefits, as well as communicate changes when necessary.
  • Maintain strong vendor relations.
  • Respond to all benefit related inquiries.
  • Participate in renewals and contribute to plan improvements.

HR Administration

  • Oversee vacation and time off requests as well maintain attendance tracking.
  • Manage any leave of absence, including return to work plans.
  • Manage performance meetings and maintain proper records.
  • Maintain employee files with strict confidentiality.
  • Maintain compliance with workplace training including the maintenance of policies and procedures.
  • All other duties as assigned.

Experience

  • Progressive experience of a least 8-10 years in an HR Leadership capacity.
  • Extensive knowledge of Health & Safety requirements for a business of 50-100 employees.
  • Experience supporting the HR function in a unionized setting, and/or construction industry preferred.
  • Health & Safety certification/expertise considered a strong asset for this position.

  • Knowledge of human resource principles and practices.

  • Ability to apply critical thinking to evaluate information and make appropriate decisions or recommendations.
  • Detail-oriented with an ability to function and process information with high levels of accuracy.
  • Ability and willingness to stay abreast of technological developments.
  • Discretion, tact, and maturity to deal with highly confidential subjects or issues.
  • Ability to employ a systematic and efficient approach to work.
  • Ability to take responsibility for own work and ensure that deadlines are met, and outcomes are achieved.
  • Ability to identify opportunities for improvement, while being open to trying new ideas and working methods.
  • Intermediate to advanced computer skills in Word, Excel and Outlook.

Education

  • University Bachelor’s Degree, with completion of professional courses in Human Resources or some combination of education and experience will be considered.
  • CHRL designation is preferred.

Hours of Work

Monday through Friday - 40 hours per week with flexibility when required.
