Reporting to the Manager, Human Resources, the Program Consultant designs and delivers a broad range of organizational effectiveness programs and initiatives to advance CIHIs people-related organization objectives.  The Program Consultant works with key stakeholders to plan, develop and implement various HR initiatives that aligns with business objectives and supports an agile and high-performing organization.

Duties and Responsibilities

  1. Conducts literature reviews, environmental scans and needs assessments to identify emerging HR trends to build and refine inclusive programs to support the continuous learning, growth, and development of CIHI employees. 
  2. Ensures the project deliverables/outcomes for existing and new initiatives are successfully executed and then transitioned to operational partners with a sustainability plan when required. Implement effective measurement tools that will evaluate return on investment and inform future programming and/or adjust programs, as appropriate.
  3. Leads and implements change management initiatives, drive adoption of HR programs and/or initiatives within the organization and amongst stakeholders. Partners with HR Business Partners to ensure that change is implemented as designed and in a manner that supports the desired employee experience and fulfilment of CIHI’s strategic vision and mandate. 
  4. Leads new policy development, implementation, and review.
  5. Leads the development, implementation, maintenance and review of organization-wide programs, including employee engagement, learning and development, leadership competencies, and talent management. 
  6. Partners with HR Business Partners to drive organizational effectiveness and talent management strategies across the business.
  7. Drives a continuous improvement mindset to ensure current and new programs, initiatives, policies are designed, regularly reviewed and streamlined to achieve optimal level of employee engagement and commitment.
  8. Administers the Occupational Health and Safety Program in collaboration with Corporate Administration.
  9. Provides training, advice and coaching to HR team on all matters related to HR programs.
  10. Other duties as assigned.

Knowledge and Experience

  • University degree in Business Administration, Human Resources or other related degree, or combination of education/experience. CHRL designation preferred
  • Five or more years of progressive experience in Human Resources with at least three years of experience in learning and development, talent development and/or organizational effectiveness
  • Demonstrated experience in leading all phases of change management activities as part of a transformation project
  • Demonstrated ability to assess organizational development/learning needs and develop, implement and evaluate programs
  • Excellent communication (oral and written) skills, in-person and virtual facilitation and presentation skills with all levels of the organization
  • Strong organizational skills with the ability to handle competing priorities in a rapidly changing environment
  • Refined stakeholder engagement skills.
  • Ability to manage confidential issues, with the highest level of professionalism.
  • Collaborative style around problem solving.
  • Action oriented individual, who demonstrates high accountability, solid judgment and decision making.
  • Able to work under minimum supervision and act as a team player.
  • Fluency in both official languages is an asset.
