THIS IS A TEMPORARY POSITION FOR TWELVE (12) MONTHS

The City of St. Catharines is moving forward to increase support of ongoing and future efforts to celebrate and build diversity, equity, and inclusion in its operations, and in the community.

Summary:

The Manager of Diversity, Equity and Inclusion will strengthen our ability to serve our diverse community by providing leadership in the creation and implementation of diversity, equity, and inclusion initiatives.

This newly created role will report to the Office of the Chief Administrator’s Officer and will support Council, staff and advisory committees in addressing complex systemic barriers within policies, practices, programs and services.  The incumbent will partner with internal and external stakeholder groups to lead community outreach initiatives and ensure that diversity and inclusion strategies and programs are embedded within core processes and day-to-day operations across the Corporation of the City of St. Catharines.

Duties and Responsibilities

  • Lead the development of a community-focused diversity, equity and inclusion framework, and lead implementation across the corporation.
  • Work to enhance the City’s community engagement efforts with a focus on equitable access to municipal supports and services that align with the City’s Strategic Plan and City Council’s commitment making St. Catharines a Compassionate City.
  • Provide administrative support and strategic leadership to the City’s diversity, equity and inclusion focused advisory committees.
  • Recommend new municipal programs and initiatives or changes to existing ones that will support community members from equity-seeking groups.
  • Ensure that the diversity, equity and inclusion  framework is integrated in corporate decisions, policies and programs with a focus on identifying and eliminating systemic barriers and inequities, such as those based on protected grounds under the Ontario Human Rights Code, including, but not limited to, race, gender identity, sexual orientation, age, creed, disability.
  • Provide direction, education / training and support to the Corporation in the ongoing work of creating a more inclusive workplace and a more diverse workforce through foundational changes to policies and practices.
  • Foster strong and mutually beneficial relationships with people, organizations, other levels of government and government agencies working to address diversity, equity, and inclusion issues and drive change.
  • Ensure corporate Accessibility for Ontarians with Disabilities Act compliance and provide informed guidance on accessibility and inclusion for persons with disabilities.

Position Requirements:

  • A post-secondary degree in a relevant area of study (e.g. Equity Studies, Social Science, Human Rights, Humanities) or equivalent combination of education and related professional and community experience.
  • Three years of progressive work experience researching, developing, managing, and implementing diversity, equity, and inclusion strategies and programs, preferably in the public sector.
  • Commitment to supporting equity, diversity and inclusion for all equity-seeking groups. 
  • Demonstrated ability to connect and engage with relevant communities based on credibility gained from critical analysis of lived experiences.
  • Understanding of municipal government and meeting procedures.
  • Experience and skills in community outreach and intervention programs and / or in designing, leading and implementing comprehensive community-based change initiatives.
  • Experience and skills in managing difficult conversations, facilitation, mediation, and group presentations.
  • Demonstrated leadership, coaching and human relations skills needed to counsel, advise, coach, train and develop others.
  • Demonstrated project and change management skills, and an ability to manage numerous projects and deadlines concurrently.
  • Ability to interpret legislation such as the Employment Standards Act and Occupational Health & Safety Act, with a strong understanding of the Accessibility for Ontarians with Disabilities Act, Ontario’s Human Rights Code, Canadian Charter of Rights and Freedoms, and related legislation.
  • Demonstrated understanding of racism and intersectionality, namely how racism intersects with other identities including gender identity, sex, religion, sexual orientation, ability/disability, family status, etc.
  • Experience handling sensitive, emotional, or political issues with tact and good judgement.
  • Experience in policy and procedure development, training development & delivery, facilitating committees, and writing reports.
  • Demonstrated proficiency in Microsoft Office Suite software.
  • A demonstrated commitment to enhancing a safety culture.

Pay Group 8 – Minimum $74,712 annually; Maximum $93,390 annually

Expected Work Location: City Hall

Hours of Work: Currently Monday – Friday; 8:30am – 4:30pm.
