Human Rights and Equity Navigator

Through their specialized skills and knowledge of discrimination, human rights and harassment issues (as defined by the Human Rights Code, Occupational Health and Safety Act, and other forms of intersectional discrimination), the Human Rights and Equity Navigator will contribute to the advancement of Holland Bloorview Kids Rehabilitation Hospital's priorities of anti-oppression, anti-racism, and social accountability to promote a respectful and inclusive workplace.

The Human Rights and Equity Navigator will report directly to the President and CEO. They will be responsible for providing subject matter expertise and support to stakeholders during various stages of the hospital's concerns/investigations process, and ensuring any recommendations resulting from the complaint/investigations process are acted upon in a timely manner.

This is a temporary part-time (0.6 FTE) position expected to be 6 months in length. 

Key Responsibilities

  • Liaises with external Ombudsperson and investigators on complaints related to Accessibility for Ontarians with Disabilities Act, sexual violence, harassment, human rights, and other intersectional experiences of harm or discrimination.
  • Manages reporting of activities and recommendations coming from external ombudsperson and investigators
  • Supports data tracking, trending and analysis on complaints related to human rights and other forms of intersectional discrimination
  • Communicates with stakeholders following the decision to ensure understanding of the decision and the next steps
  • Monitors the action plan and timelines following the complaints/investigations process
  • Coaches and follows-up with responsible roles/teams for accountability and to ensure that all recommendations were completed
  • Escalates issues to the President and CEO when needed if additional support is required to ensure recommendations are acted on in a timely manner
  • Partners with the President and CEO, the Equity, Diversity and Inclusion Office, and the People and Culture team to improve the complaints management process based on feedback provided by stakeholders
  • Builds and monitors an evaluation plan, and compiles various statistical data and reports as needed
  • Other related duties as assigned

Competencies and Qualifications

Education and Experience

  • Completion of a recognized Bachelor's degree program in Human Resources Management or Equity Studies, or a recognized equivalent such as Law, Public Policy and Administration, Education, Social Work, or Social Sciences.
  • A minimum of three (3) years experience in the area(s) of anti-oppression, employment equity, complaints management, accessibility management, workplace violence and harassment, and/or human rights
  • Certification from the Human Resource Professional Association of Ontario (CHRP or CHRL) is preferred
  • Thorough knowledge of human resources practices and procedure/requirements
  • Comprehensive knowledge of relevant legislation, including the Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act, the Occupational Health & Safety Act the Employment Equity Act and other relevant human rights legislation
  • A demonstrated track record in de-escalation and conflict resolution, mediation, investigations and human rights, with demonstrated experience in facilitating the resolution of complex complaints/conflicts between individuals or groups.
  • Proven experience handling highly sensitive, high profile and confidential information, and handling contentious issues with sensitivity, good judgement, and discretion.

Knowledge, Skills, and Abilities

  • Strong foundation of knowledge and practice related to intersectionality, anti-oppression, conflict management, and creative approaches to trust and relationship repair
  • Experience and/or curiosity to work in a childhood disability setting
  • Sensitivity to and awareness of BIPOC, gender, and disability-related issues and their intersection(s) with other identities including socio-economic status, religion, sexual orientation, age, marital status, family status, etc.
  • Effective communication (written and verbal) and highly skilled in building personal and professional relationships at all levels (employee to members of the senior management team) that result in collaborative partnerships, mutually beneficial results, including building a positive and inclusive work environment.
  •  Flexibility in adapting to change and in participating in consultative decision-making processes.
  • Collaboratively liaises/communicates with all staff in People and Culture and Equity, Diversity and Inclusion Office to obtain and/or provide information.
  • Liaises/communicates with management level staff to obtain, provide and/or exchange information, to provide support, to facilitate problem resolution, etc.
  • Effective ability to work within a team in a hybrid environment (virtually and onsite)
  • Knowledge of and proficiency in Microsoft Office suite (i.e. Word, Excel, Power Point, Outlook)
