With more than 1000 sworn and civilian members, the Waterloo Regional Police Service (WRPS) requires a Manager, Total Compensation and HR Systems. As the Manager, Total Compensation and HR Systems…  

You Will:

  • Lead the development of appropriate policies, processes and practices to govern activities in compensation; in consultation with relevant stakeholders, develop and implement plans to ensure that manager and employee compensation programs are compliant with internal and external total compensation regulatory and audit requirements;
  • Design and implement total compensation statements, examining alternative methodologies for increasing employee consumerism, benefit cost awareness, and communication strategies;
  • Keep current with all legislative and regulatory changes and emerging legal trends related to total compensation, abilities management, and health and safety programs and policies;
  • Act as the primary contact for the ongoing management of benefit partners; oversee the administration of employee’s benefits, Group Registered Retirement Savings Plan, Employee Pension Plans and Accidental Death and Dismemberment;
  • Ensure the efficient and consistent administration of the Job Evaluation system for civilian and SOA members; oversee job description and job profile development and maintenance;
  • Oversee the administration, maintenance and optimization of the HRIS to ensure the effective analysis and reporting on a range of HR activities; ensure Human Resources files are expunged in accordance with the collective agreement and legislative authorities;
  • In collaboration with the Manager of Labour Relations, supervise the administration and statistical reporting of the abilities management program;
  • Work with the WRPS benefits provider’s and internal stakeholders, examining return to work implications/strategies, long-term disability settlement strategies, and specific case approaches;
  • Provide oversight on health and safety related issues, training, and the development of policies and procedures; and
  • Work closely with the Manager of Labour Relations and Manager of Finance on compensation design, modelling and strategic advice relative to collective bargaining negotiations.

You Have:

  • Expert knowledge of Human Resources principles and legislation, normally acquired through the successful completion of a bachelor’s degree in a Human Resources, Finance, Business Administration and/or related discipline, or equivalent;
  • At least five (5) years’ of progressive experience in Human Resources, with demonstrated work experience in benefits and pension coordination and job evaluation administration is required; previous experience with abilities management and health and safety is preferred; 
  • Three (3) years managing people, resources and budgets is required;
  • Current knowledge and assessment of total compensation best practices, industry trends, legislative and compliance requirements and market competitiveness is required;
  • Experience working collaboratively with senior leadership and with multiple stakeholders on organizational wide committees is required; public sector experience in a unionized environment is considered an asset;
  • Previous hands on experience utilizing an HRIS and pension administration and health management systems is required; and advanced knowledge of Microsoft Office programs;
  • Certified Human Resources Leader (CHRL) designation or Certified Compensation Professional (CCP) is preferred;
  • Project or program management experience, especially as it relates to human resources;
  • Exceptional financial and analytical skills and excellent organizational skills; and
  • A valid Class ‘G’ Ontario Driver’s License with no more than six (6) demerit points.

  • Able to read and comprehend health and safety legislation, codes, standards and practices;
  • Able to read and interpret Police Services Board/Committee reports, Federal and Provincial legislation and guidelines, technical proposals, policies and procedures, Letters of Understanding, Terms of Reference and legal agreements;
  • A strong communicator with excellent interpersonal skills; and
  • Able to meet the testing and police security requirements and maintain confidentiality.
