Job Profile

Reporting to the Manager of Human Resources Services, the Human Resources Advisor is primarily responsible for full cycle recruitment and supporting the Manager with Labour Relations. The Advisor works closely with hiring managers to understand department/division needs, discuss role requirements, implement talent attraction strategies, source candidates, build relationships with candidates and secure talent. The Advisor works closely with internal stakeholders and external contacts (post-secondary institutions, recruitment agencies, professional associations, employment programs). In addition to recruitment, the Advisor is responsible for the optimal development and administration of Labour Relations, providing advice, consultation, and support in collective bargaining, collective agreement, legislation, and policy interpretation and administration, dispute resolution, performance management, investigations, and supporting Labour/ Management relations. This position supports the Manager of Human Resources with development and implementation of recruitment, labour relations and employee retention strategies.

What you will be doing

  • Co-ordinates recruitment and selection processes, including working with operating departments to identify needs, advertising positions, organize medical requirements relating to positions, maintains current bank of position profiles, co-ordinates recruitment testing and candidate assessments, participating in interviews and the selection process, and organizing administrative support to assist with fulfilling pre-established required deadlines.
  • Designs in conjunction with department managers, position competency profiles, appropriate evaluation tools, develops and administers interview questions to establish candidate competency levels and ensures all decisions are in compliance with relevant and current legislation and collective agreements.
  • Provides consultative services and support to managers and other staff on a wide variety of human resources issues and processes while ensuring compliance of governing agency regulations, legislation, system and contractual obligations and expectations.
  • Builds and maintains a professional and effective Labour/Management relationship through regular contact with Union Leaders and Representatives and negotiating in house settlements to disputes.
  • Formulates relevant correspondence related to employee relations and human resources, such as correspondence to Managers, employees, legal representatives and union representatives etc.
  • Provides advice and guidance to ensure collective agreements and City Policies and Procedures are correctly interpreted and adhered to.
  • Researches, reviews, recommends, and supports implementation of Human Resources related policies, procedures and programs.
  • Provides support during the collective bargaining process as required.
  • Stays current with the City’s organizational structure, policies and procedures, and laws regarding employment, labour, and recruitment practices.
  • Performs other related duties as assigned.

Education

Undergraduate Level - Four years or equivalent in Human Resources

Certifications

Certified Human Resources Professional (CHRP), or equivalent designation.

Experience and Knowledge

Three to four years' experience in the following:

  • Experience in recruiting in a municipal unionized setting is desired
  • Knowledge of labour relations and collective agreements
  • Experience with Recruitment Profiling/Assessment Analysis
  • Experience in HRIS and applicant tracking software
  • Demonstrated experience in labour relations, including conflict resolution and negotiations
  • Demonstrated implementation and application of effective employee recruitment strategies
  • Excellent communication and interpersonal skills to deal with candidates and internal/external stakeholders
  • Excellent prioritization and organizational skills; and high level of professionalism, discretion, and confidentiality

Your compensation

This position is within Grade 4 of the Non-Union Salary Schedule and has an annual salary range of $76,325-$93,080 (2021 rates). We offer a comprehensive benefit package and are an Ontario Municipal Employees Retirement System (OMERS) employer.

Hours of work

Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours per week)
