An exciting permanent full-time opportunity at Women’s College Hospital as a Director, Human Resources and Volunteer Services exists reporting to the Vice President, People, Culture and Health Equity & CHRO.

As a leader of the Hospital’s Human Resources team, the Director, Human Resources and Volunteer Services provides innovative, strategic and day-to-day leadership to support Women’s College Hospital management and staff to achieve strategic and operational goals. This position initiates and implements Human Resources and Volunteer Services programs to foster an environment of continuous improvement, learning, and employee engagement. The Director, Human Resources and Volunteer Services, supports an organizational culture that values diversity, upholds respect and dignity, and inspires professional excellence.

Summary of Duties, but not limited to:

Oversight and Execution of Human Resources Strategic Direction
• Provides leadership in the development and implementation of the People and Human Resources Strategy; collaborates at the organizational level to determine priorities
• Aligns HR practices and programs with the organization’s strategic goals
• Promotes the Vision, Mission and Values within the organization through leadership capabilities and style
• Promotes innovative and successful strategies to ensure the peak performance of the organization’s human capital functions and with a high level of role satisfaction
• Overall accountability for accurate tracking, analyzing and reporting HR Metrics to senior leaders
• Formulating policy response and implementation strategy regarding workplace issues such as employment equity, absenteeism, compensation, etc.
• Coordinating and developing departmental goals, objectives, policies, procedures and practices consistent with the long range and short-range strategic plans of the Hospital
• Provide leadership in the implementation of the People Equity Plan with a focus on Employment Equity
• Proactively initiating programs in response to changes in demographics, new legislation, and existing legislation
• Leads labour relations activities including acting as Chief Negotiator in local collective bargaining and ongoing relationship management with union partners
• Lead Hospital representation at arbitration, Human Rights Tribunal and Ontario Labour Relations Board hearings, etc.
• Ensures that collective agreements are applied in a consistent manner throughout the organization; ensures that agreements are effectively negotiated and reviewed in line with the organization’s business objectives and strategies
• Develops and maintains a cooperative, effective relationship with the unions through regular communication with union leaders and their designates, promoting the efficient resolution of disputes and implementation of corporate change initiatives

Human Resources Team Accountability and Strategic Leadership of Volunteer Resources
• Provides operational leadership to the Human Resources team regarding the delivery of Human Resources services including labour/employee relations, training, total rewards – compensation, benefits, recognition, recruitment, payroll, workforce planning and organizational design
• Responsible for the organization’s Benefits programs, Payroll and the Registered Pension Plan
• Develops, recommends, implements and evaluates human resources and labour relations policies, systems, practices and procedures
• Conducting salary review through formal compensation administration and an approved review process for management and non-union staff
• Developing and implementing hospital-wide programs to comply with changes in employment law, including Pension, Pay Equity, Employment Equity, Health and Safety, Human Rights, and Employment Standards
• Manage, develop and mentor a team of human resources professionals
• Develop necessary monitoring mechanisms to ensure the appropriate delivery of HR/LR/Payroll programs and services
• Working in partnership with the Volunteer Association Board (VAB) and VAB Executives to support the development of the VAB strategy
• Provide direct management to the Manager, Volunteer Resources
• Oversee the development of the Volunteer Engagement Survey and Action Plan to support effective engagement of Volunteers
• Develop and lead a comprehensive strategy to enhance volunteer initiative and expand the volunteer pool and pipeline
• Overall accountability for accurate tracking, analyzing and reporting VR Metrics to senior leaders

Qualifications
• Undergraduate degree in Human Resources, Labour Relations, Commerce, etc. required
• Master’s degree in Human Resources, Business Administration or Industrial Relations required
• Professional certification (CHRP/CHRL) required
• Minimum of 15 years’ work experience in Human Resources required
• Deep knowledge of labour and employee relations in the public sector
• Builds and maintains relationships to advance business goals and create a positive work environment
• Driving strategies that enhance WCH brand at every touch point; supports new ideas, curiosity and experimentation; champions change and helps others to adapt/implement change
• Extensive labour relations experience dealing with grievances, arbitrations and preparing for negotiations
• Previous experience as Chief Spokesperson in the collective bargaining and negotiation process
• Previous Health care experience preferred
• Demonstrated ability to work collaboratively with management and union partners
• Knowledge and experience in change management strategies
• Excellent negotiation, conflict resolution and facilitation skills
• Deep understanding of relevant legislation
• Strong technology orientation and a history of sound decision making supported by outcome metrics
• Commitment to ongoing professional development
• Excellent decision-making skills, with the ability to make and defend independent judgments, as well as the corresponding ability to influence others and achieve desired outcomes
• Excellent organizational and time management skills with the ability to effectively handle a large number of issues simultaneously
• Exceptional verbal and written communication skills
• Ability to confidently handle contentious matters with sensitivity and balance
• Professional behaviour and communication that meets the standards of the professional regulatory college or association, as applicable, and the standards of Women’s College Hospital
• Act as an advocate for safety and demonstrate principles, practices and processes that optimize a safe environment for all
