Purpose of Position

This position is one of six senior management positions reporting to the Executive Director. Together with the Political Assistants, they form the Directors’ Team.

Under the general guidance of the Executive Director, the Directors’ Team constitutes the core team responsible for the strategic planning, development and direction of the work of the organization, ensuring the effective, efficient and economic management of resources and supporting the strategic goals of the PSAC. This position emphasizes on creating a more comprehensive and integrated approach within the PSAC through the development of appropriate policies, processes and systems and by strengthening the capacity of the management team, union-management relations and the staff of the PSAC.

The Director of HR is responsible for providing strategic leadership for all aspects of internal Human Resources with the goals, objectives and priorities of the PSAC. The Director will plan, organize, and direct all aspects of the human resources functions including employment, compensation/payroll, benefits administration, employment equity, labour relations, performance management, classification, training, etc. This position will oversee the development and the implementation of strategies, programs, tools and activities that will enhance the workplace and organizational model that will contribute to the development of knowledge and competencies, and will lead to effective employee performance, engagement and retention.

Qualifications

Education/Experience:

  • A Bachelor’s degree in business, public administration, human resources, industrial relations, or related field with at least ten (10) years of experience in providing progressive, responsible management in a union or social justice organization; or comparable public-sector experience;
  • CHRP and SHRP designations are strongly preferred;
  • Management, negotiation, and leadership skills to develop and implement strategic organizational workforce plan, policies, processes and systems and to represent the employer at joint union-management committees and internal bargaining sessions;
  • Demonstrated experience managing financial budgets.

Knowledge:

  • Knowledge of employment and labour legislations, occupational health and safety, employment equity, pension and benefits, and other legislations and regulations pertinent to the responsibilities of the position;
  • Commitment to trade union, equity principles and social justice objectives;
  • Thorough understanding of the sensitive political and social issues between an employer union and its internal bargaining agents. Knowledge of unions and experience working with boards of directors;
  • knowledge and experience in the development of administrative policies, procedures and systems;
  • Knowledge of the broader political, legislative, and operational inter-relationships within a large national union.

Abilities:

  • Ability to anticipate and adapt to changes and to lead, inspire, motivate teams to implement strategic organizational decisions by providing direction, encouraging collaboration, building skills and morale, resolving conflicts and participating as an effective team member;
  • Ability to provide human resources and organizational development advice to various stakeholders;
  • Second language skills as per the Common European Framework of Reference for Languages (CEFR) level.

Personal suitability:

  • Excellent judgment and demonstrated problem-solving, consultative and conflict resolution skills;
  • Demonstrated project management skills and ability to lead a priority organizational project.
