Reporting to the Manager, Human Resources, the Human Resource Officer provides professional leadership in support of the organizational priorities related to all aspects of the human resources department, including but not limited to; health and safety, policy, employee/labour relations, disability/ability management and recruitment. The Human Resource Officer will perform duties in accordance with Public Health Sudbury & Districts policies and applicable legislation.

Responsibilities:

  • Assists in planning, organizing, implementing and evaluating the operations of the Human Resources department.
  • Assist in developing, implementing and monitoring the human resources operational plan. Develops plans, leads and/or carries out activities to complete the goals for the department.
  • Assists in maintaining up to date administrative policies and procedures required for the human resources portfolio.
  • Researches and develops new policies and procedures when required.
  • Researches, investigates and provides advice and information gathering for situations and items related to Human Resources as required.
  • Schedules appointments/meetings with staff, managers and union representatives on human resource related matters. Arranges meetings with external consultants including preparing documentation as required.
  • Maintains up to date records and supporting documentation related to all areas within the portfolio.
  • Maintains up to date personnel records in collaboration with the Payroll and Benefits Administrator and Secretary, Corporate Services.
  • Monitors employee records and runs reports to ensure compliance with agency policies.
  • Assists in the early and safe return to work program and in workplace accommodations by scheduling meetings, developing plans and following up with various parties as required, Reports employee incidents to WSIB as per legislation.
  • Assists with investigations for workplace violence and harassment as required by law and agency policy.
  • Assists in preparing compliance with legislated reporting requirements and quality improvement measures.
  • Responsible for collecting, preparing and collating information for all areas related to human resources.
  • Participates in the orientation and coordinates the monthly initiation for new staff.
  • Performs duties related to the various committees that the department is responsible for, including monitoring of legislated/policy requirements, monitoring and supporting activities, providing expertise related to items needed, functioning as a recorder and following up on items needed.
  • Prepares and submits proposals and prepares and submits necessary documentation for reimbursement of wages to agencies for summer student funding.
  • Provide backup support for the Manager in his/her absence related to day to day human resources issues.
  • Contributes to the determination of the philosophy/goals and objectives and the overall strategic direction of the program area in consultation with the Manager.
  • Participates in relevant internal and external research studies/special projects and committees.
  • Provides learning experiences for staff, students and volunteers.

Requirements:

  • Successful completion of a diploma/degree in the area of human resources or related field. An equivalent education, training and work experience may be considered.
  • Certified Human Resources Professional designation.
  • Minimum of three years progressive experience performing confidential human resource related duties.
  • Strong computer skills with extensive experience in word processing, presentation software, email, internet/intranet usage, spreadsheets and database software.
  • Demonstrated project/program management, interpersonal and administrative skills, including the ability to set priorities, establish timeframes, and organize resources.
  • Strong strategic, analytical and problem-solving ability.
  • Experience in developing and supporting collaborative relationships.
  • Excellent communication (verbal and written), including negotiation and problem-solving skills.
  • Ability to handle sensitive issues diplomatically and confidentially.
  • Ability to work independently and as an integral team member.
  • Advanced oral and written proficiency in English is essential.
  • Advanced oral and written proficiency in French is an asset.
  • Required to be fully vaccinated against COVID-19 is a condition of employment.
