Organizational Development Specialist

(Temporary Full-Time for approximately 12 months)

Job Status -Temporary Full-Time

Position Overview:

The Organizational Development (OD) Specialist reports to the Supervisor of Organizational Development and Learning to develop employee programs and experiences with an emphasis on building strong teams, connections, communication and recognition to foster engagement and belonging in the organization. The OD Specialist is also a strong contributor to other strategic City of Kitchener talent and learning programs.

Responsibilities:

Employee experience and culture building

  • Developing and implementing programs to support employee engagement across all levels and business areas in the organization (e.g., onboarding, orientation)
  • Developing programs/tools to support strong and cohesive teams for use by staff and/or leaders in collaboration with the Health & Safety team to support psychological safety in the workplace and consult with the equity team to integrate inclusion into culture building initiatives
  • Planning, executing and emceeing culture events in collaboration with HR team members to integrate corporate priorities as well as learning and/or wellness priorities where applicable
  • Developing recognition programs and celebration practices
  • Coordinating and chairing internal committees and/or working groups in areas such as recognition
  • Collaborating with the learning & development specialist and health & wellness specialist to support the development of learning opportunities related to team-building and initiatives to integrate wellness into team activities

Connections and communication

  • Contributing to strong internal communications to support recognition and morale by working closely with Corporate Communications & Marketing to provide relevant content to support messaging directly related to culture and engagement
  • Liaising with Human Resources subject matter experts and working directly with Corporate Communications & Marketing to build an identity for the City as an employer of choice through the development of marketing collateral, messages and communications tactics to attract candidates that fit the organization's culture  

Needs assessments and requirements gathering

  • Collaborating with the HR analyst to use HR metrics to inform programming
  • Supporting the Supervisor, Organizational Development & Learning in the design, development and implementation of Employee Culture Surveys and Employee Pulse Surveys and supporting the identification and development of targeted programs or improvements based on survey insights.
  • Conducting comprehensive stakeholder engagement, including facilitating strategic sessions with the Corporate Leadership Team and others (e.g. Corporate Management Team) as required; identifying needs and opportunities to improve programs and supports for employees.
  • Identifying opportunities through an analysis of quantitative and qualitative data to improve processes, efficiencies and effectiveness.
  • Researching and evaluating industry best practices and models, gathers and analyzes data to support and building business cases for proposed strategies, and establishing benchmarks to monitor and evaluate efficacy of programs and strategies.

Project Management

  • Providing expert project management to define, develop, plan, implement and manage multiple projects simultaneously, using project management methodology.
  • Coordinating among multiple internal and external stakeholders through all stages of program development, event planning and implementation of improvement initiatives.
  • Communicating effectively with all levels of staff across the organization to gather requirements, conduct needs assessments, and share project updates and outcomes.

Requirements:

The ideal candidate will possess the following experience, education, skills, knowledge and attributes to be successful in the role:

Education and Experience:

  • 3+ year degree/diploma in a related field
  • 2 years related and relevant experience in human resources including project management, program development & facilitation
  • Should a suitable candidate not be identified with the minimum education and experience requirements, consideration will be given to candidates with the following pre-determined equivalencies:
  • 2-Year Diploma (or 2 Year Specialized Post-Secondary Program) with minimum 4 years' experience; or, 4-Year Honours Degree with minimum 1-year experience. 

Skills and abilities:

  • Sound knowledge of employee culture, engagement and team-building principles and practices.
  • Demonstrated ability to think strategically and implement effectively with proven project management skills.
  • Strong communication skills: both verbal and written including ability to prepare high quality content for wide ranging audiences.
  • Excellent research skills to determine best and leading practices with the ability to identify meaningful program recommendations for the Corporate Leadership Team (CLT) and other levels of management across the Corporation .
  • Proven ability in managing multiple projects at once, providing direction and support to project team members, and prioritizing work effectively.
  • Experience with the development, implementation and evaluation of corporate processes/programs with a focus on delivering strong internal service Experience with facilitation, workshops, needs analysis and requirements gathering Demonstrated ability to self-motivate, learn and grow, and embrace change Demonstrated ability to build relationships and uphold professional service standards as an internal business partner  Experience with culture/pulse surveys is an asset LEAN training/designation/project management certificate an asset Knowledge of psychological safety in the workplace is an asset Proficient with MS Office
