Human Resources Manager 

The Human Resources Manager is responsible for providing business partnership and integrated human resources support to all departments across the organization. The position is responsible for driving performance through talent by immersing him/herself across the agency and supporting overall goals of each department.

The HR Manager contributes to the success of the agency by providing strategic leadership in planning, executing, developing, implementing, promoting and evaluating the effectiveness of the HR strategy, process, policies and initiatives. The HR Manager will oversee the HR operations and report into the Senior Director, Finance & Operations and promote a strong employee-oriented culture to further the initiatives in the overall business strategy.

This role will be responsible for Arcane policies and programs covering HR strategy delivery, employee relations and the full talent lifecycle in a fast-paced culture.

 

Duties & Responsibilities

  • Proactively provide coaching and direction regarding employee relations, performance management, change management and employee retention for both individual contributors and department leads 
  • Lead and execute performance management, succession planning process (Organizational Leadership Review), employee development and talent reviews in conjunction with the Leadership team
  • Owns agency compliance following employment legislation across multiple provinces and lead objective and confidential internal investigations regarding high-risk workplace issues
  • Provide support to leaders in working through the annual Employee Engagement Survey results and the action planning phase 
  • Acting as a change agent to build awareness of new human resources processes and facilitating successful process, behaviour and cultural change
  • Lead and support compensation initiatives, including the Annual Compensation Review,  in partnership with the senior leadership team
  • Provide ongoing formal and informal coaching to both employees and team leaders in an impactful, collaborative and consultative manner to elevate awareness and impact culture
  • Responsible for the use of templates across all departments that are HR related and identifying areas for revision and 
  • Provide recommendation and influence regarding organizational structure and design to align with business goals and objectives 
  • Support the evolution and execution of leadership development program to drive development, engagement and overall performance
  • Ensuring effective benefit and compensation policies, practices and systems are in place in accordance with government guidelines and best practices
  • Generate HR reports and analyze data to present trends to Senior Leadership team and partner with Team Leaders on action plans
  • Lead the Diversity & Inclusion strategy and support the task force in the execution and delivery of objectives
  • Overseeing and providing strong mentorship to a team of human resources professionals through effective training, coaching and team building
  • Demonstrates HR impact to business results and organizational outcomes by aligning measurements, scorecards and priorities to drive for results 
  • Designing, developing and implementing best practice initiatives for core human resources policies and programs, including succession planning, career planning, performance management, recruitment and employee retention. 
  • Design and drive recruitment efforts through the entire recruitment process and ensuring the agency has tapped into diversified talent pools to find the best talent
  • Providing senior level advice and recommendations to senior leadership on matters relating to human resources issues and employment needs

Qualifications & Skills

  • Able to lead a team and provide effective coaching and development 
  • Experience in managing change and developing effective approaches to enhancing and improving organizational culture/climate 
  • Experience in conducting needs analysis for new HR policies and programs, presenting recommendations to the executive team that meet corporate culture, goals and objectives, and implementing them effectively
  • Success as a people manager and mentor - commits to motivating peers and direct reports through effective leadership. Encourages and accepts constructive feedback and actions accordingly 
  • Self-directs and works independently with minimal supervision and demonstrates flexibility and capability to perform well in ambiguous situations
  • Takes initiative beyond the established scope of responsibilities, prioritizes process improvement and generates accurate and on-time work-product; 
  • Demonstrated ability to coach upward, influence and address complex, matrixed and uncomfortable situations
  • Proven knowledge of employment legislation and application thereof to mitigate risk
  • Strong associate relations experience
  • Ability to analyze business needs and independently recommend solutions
  • Demonstrates a sense of urgency in both proactive and reactive execution
  • Effectively and independently manages multiple projects and competing priorities in a fast-paced culture
  • Demonstrates high integrity and confidentiality

 

Education And Experience

  • Bachelor’s degree in Business, Organizational Leadership, Psychology, Communications or comparative area of study
  • 5-7+ years in human resources experience
  • CHRP / CHRL designation is an asset
