The Ottawa Police Service (OPS) is the City of Ottawa’s community police service, committed to ensuring Ottawa remains one of the safest cities in North America by protecting the safety, security and quality of life of its citizens. Created in 1995, OPS employs a staff of over 2,100 police officers and civilians, and responds to over 300,000 calls per year. 

 

Policing across Canada continues to evolve into a highly sophisticated and complex profession that is extremely dynamic. Having a qualified, well-trained and engaged membership working within a safe workplace environment is essential.  To ensure this, OPS must remain a progressive organization and is currently undergoing significant cultural change.

 

It is within this exciting context that OPS has created a new role and is seeking a Chief Human Resources Officer (CHRO). 

 

Reporting to the Chief Administrative Officer, the highest-ranking civilian position within the Service, the CHRO provides strategic leadership, direction, and oversight for the human resources function across OPS including Workforce Management, Talent and Performance Management, Recruiting and Training, Wellness, Health and Safety, and Labour and Employee Relations. The CHRO plays a lead role on a number of key initiatives including the successful implementation of OPS’ recently launched flexible workplace policy and the ongoing modernization of its HR processes, wellness strategy, and succession management programs.

 

As an ideal candidate, you possess a university degree in Business, Commerce or other related field (a mix of practical experience and formal training may substitute for stipulated requirements) as well progressively senior experience in all facets of human resources management within a dynamic, mid-to-large, unionized environment. OPS will benefit from your entrepreneurial spirit and demonstrable experience in HR strategy, policy, and program development and implementation. You are a proven transformational leader and skilled communicator capable of fostering positive relationships based on trust at all levels of an organization. You are a true team player who is politically astute, collegial and collaborative by nature. An excellent problem solver who is creative and solutions oriented, you are comfortable with ambiguity and working within dynamic environments where crisis management and the need to work with dedication and agility is the norm. You are highly resilient and adaptable, and deeply respected for your passion for client service and the community. Membership in a recognized HR Professional Association such as the Human Resources Professional Association of Ontario (HRPAO), and a Human Resources designation (CHRE, CHRL or CHRP) is preferred. Although not a mandatory requirement, bilingualism in English and French is an asset.
