With more than 1000 sworn and civilian members, the Waterloo Regional Police Service (WRPS) requires a permanent full-time Time and Attendance System Administrator. The WRPS delivers exceptional police services to more than 575,000 residents. As the Time and Attendance System Administrator…  

You Will:

  • Serve as the subject-matter expert for timekeeping, scheduling, payroll integration and related HRIS reporting across the organization;
  • Configure, monitor, and maintain the HRIS time and attendance and payroll modules;
  • Participate in the system implementation, upgrades and development related to HRIS time and attendance and payroll modules;
  • Coordinate the development, modification, and maintenance of the integration, interfaces, and workflow between the time and attendance and payroll HRIS modules and other applications;
  • Partner with the Human Resources (HR) Branch and Payroll staff to facilitate the identification, analysis, and documentation of business needs and requirements; provide input into the creation of technical specifications, design documentation, and testing strategies for system optimization;
  • Collaborate with the Region of Waterloo (ROW) to develop and maintain reporting tools, reports and internal control systems. Extracts and manipulates data from the reports;
  • Coordinate and participate in the annual leave data entry process;
  • Create training and user-manual documentation related to the HRIS time and attendance and payroll modules; provide training to staff responsible for inputting data into the system;
  • Establish and communicate system standards to the organization. Provide support, guidance and training to system super-users regarding procedures and practices;
  • Work with end users to troubleshoot issues, respond to inquiries, and address any problems;
  • Collaborate with the HR Branch, Information Technology Branch, and the ROW for system maintenance and to provide support on policy adherence, interface, collective agreement, deployment and past practice issues;
  • Provide direction to the HR Branch and the Finance Unit regarding system administration, referencing policies, collective agreements, legislation, and application functionalities; and
  • Maintain time and attendance records of employees, including overtime by auditing information within the HRIS system. Facilitate the overtime pay out process, reconcile information and complete historical adjustments as required.

You Have:

  • Comprehensive knowledge of the design, development, and implementation of time and attendance and HRIS business solutions;
  • Successful completion of a three (3) year diploma in information technology, human resources management, business administration or a related field;
  • Three (3) years working with Human Resource Information systems, payroll, time and attendance tracking systems, or other related Human Resource systems is required. Previous experience working with the SAP HRIS is considered an asset;
  • Knowledge of the practices, principles and procedures related to payroll regulations, basic accounting principles and practices, and administrative functions in a payroll environment;
  • Prior related experience within a unionized environment; and knowledge of scheduling, and staffing processes and procedures;
  • Previous experience using software such as Microsoft Office, Adobe Acrobat, Crystal Reports and human resources information systems;
  • Acquired knowledge of policies, procedures, collective agreements, system configuration requirements and limitations, and related legislation (e.g., employment standards, Canada Revenue Agency, WSIB);
  • Analytical skills to identify issues and inefficiencies, examine data sets, draw conclusions and make recommendations;
  • Leadership and human relations skills to provide direction; and communication and presentation skills to conduct information sessions, training, and presentations, and responds to inquiries from management and staff;
  • Time management and organizational skills to maximize unit productivity, organize resources, and manage priorities in a fast-paced environment;
  • A valid Class “G” Ontario Driver’s License with no more than six demerit points required to travel within and outside the Region.
