Thank you for your interest in the Senior Manager, Human Resource Services position with the York Region District School Board. In compliance with Board policies and procedures, the Senior Manager of Human Resource Services serves as a key member of the Human Resources leadership team, providing leadership and strategic human resources advice to senior administration and mid-management staff to support organizational effectiveness and goal achievement in line with the Director's Action Plan and the Trustees Multi-year Plan. This position is effective September 1, 2022.

Position Title:  Senior Manager, Human Resource Services

Work Location: Human Resources Services - Aurora Education Centre (60 Wellington St. W., Aurora, L4G 3H2) 

Salary: $122,322  - $148,683

MAJOR RESPONSIBILITIES:

  • To provide consultative services and support to line managers and other staff in the interpretation and administration of human resource policies, procedures, programs, employment contract and collective agreements interpretation.
  • To liaise with union officials regarding specific issues/concerns/interpretations related to human resource policies, procedures, programs and collective agreements.
  • To liaise with external partners including benefits/pension carriers, Ministry departments and vendors.
  • To partner with other boards and education sector organizations to enhance and optimize business practices and processes.
  • To promote harmonious labour relations through compliance with collective agreement requirements and other employment legislation.
  • To prepare, coordinate, participate and support in Board submissions to external adjudicating bodies including the Ontario Labour Relations Board, the Workers Compensation Board/Appeals Tribunal, arbitrations, Ontario Human Rights Commission.
  • To hire, supervise and manage employee performance.
  • To provide a leadership style which promotes teamwork and service quality excellence.
  • To initiate and manage the review, design and implementation of human resource policies, procedures and programs.
  • To support and participate as required in senior administration and Board of Trustee meetings to develop, support and present HR strategies, policies and decisions.
  • To work with other teams/departments to ensure integration of activities.
  • To manage employee communication and feedback through a variety of channels such as staff meetings.
  • To lead, attend and participate in meetings and committees, as requested.
  • To act as designate to the Superintendent of Human Resource Services in their absence.
  • To perform other duties as assigned.

EDUCATION, EXPERIENCE AND QUALIFICATIONS:

  • A four year university degree in human resource management, industrial relations or a related discipline and a professional designation as a Certified Human Resource Professional is required. A Master’s degree in Human Resources or a related discipline is preferred.
  • Minimum of ten years progressive experience in human resources management in a large unionized environment is required. Educational Sector and/or Public sector experience is a strong asset.
  • Significant experience in Disability Management and Occupational Health and safety, and Scheduling.
  • Effective verbal and written communication, interpersonal, presentation and strong computer skills are required.
  • Ability to deal effectively with a variety of individuals and groups within and outside the Board is required.
  • Must possess a valid Ontario Driver’s License and have access to own transportation.
