Position Overview:

Reporting to the Director, Human Resources and Organizational Development, the Manager, HR Systems and Operations will oversee and provide leadership and support to Scarborough Health Network in areas of Compensation, Benefits, HR Operations and HR Systems. The manager will provide leadership to a team of direct reports and support all levels within the Human Resources department in providing expertise and strategies aligned to SHN’s Strategic and People plan as it relates to Total Rewards and Workforce Analytics.

The successful candidate will be accountable for the efficient and effective management and utilization of approved financial, human and material resources. You will work in collaboration with all stakeholders to drive organization effectiveness, capacity and engagement. This is a 18-24 month contract position.

Responsibilities:

  • Design, development and implementation of strategic compensation and benefits plans. Provides recommendations and monitoring to ensure effectiveness of plans. Lead the administration of annual compensation and benefits programs including salary increases, annual benefit plan reviews, pension administration for union and non-union employee groups. Acts as Senior leader in Job Evaluation, Pay Equity, Market Analysis as well as Compensation reviews maintaining internal equity. Leadership oversight of HR Technologies, including but not limited to the HRIS and ATS, as well as the HR analytical BI tool. Oversees all upgrades and recommends new technologies supporting HR’s information system roadmap. Oversees the Workforce Analytics and identifies key metrics supporting SHN’s workforce planning. Provides insightful analysis and sets target for continuous improvements and competitiveness. Provides recommendations on leading proactive metrics. Identifies emerging trends, best practices and provides benchmarking analysis for total rewards plans supporting recruitment, retention and engagement. Identify and recommends continuous improvements and cost savings opportunities to benefit plans. Provide team leadership, managing, motivating and leading a team of HR Professionals, ensuring effective teamwork, high standards of work performance and customer service and continuous improvement. Ensures Compensation administration policies, practices and procedures are compliant with relevant legislation. Develops communication plans, briefing notes, dashboards and presentations to all levels of SHN, including Senior Leadership team. Supports with Bargaining Unit negotiations, grievances and Arbitration

Requirements:

  • Bachelor’s degree in Human Resources or in a related field CHRL, CCP and/or CEBS an asset Minimum 5-7 years of progressive Human Resources experience in benefits, pension, compensation and HR operations, with at least 2 years of related HR Management experience in a highly unionized environment, preferably in Healthcare. Experience in a hospital or a healthcare environment (asset) Knowledge and experience in the application and interpretation of Hospital collective agreements is preferred, including experience in collective bargaining. Strong written and verbal communication skills. Knowledge of applicable legislation (e.g. Employment Standards Act, Human Rights Code, Labour Relations Act). Strong aptitude for HR technologies, trends and analytics. Strong business acumen combined with a positive approach to customer service and relationship building with the ability to build trust at all levels of the organization. Excellent Computer literacy with MS Office Software (Outlook, Word, Excel and PowerPoint) Demonstrates a commitment to customer service when dealing with staff, patients, colleagues and volunteers and other members of the community and public Demonstrates SHN’s corporate values and is committed to fostering a healthy and positive work environment in accordance with Health & Safety policy and legislation Demonstrates an understanding of and commitment to SHN's comprehensive safety programs and practices, including staff, patient and environmental safety and participates in regular in-service education in this area Excellent work performance and attendance record
