General Accountability

Reporting to the Executive Director of Human Resources or equivalent this position is accountable for the strategic management of all Employee Relations Support Services. This role also oversees the support of major capital projects and initiatives intersecting with the collective bargaining agreements, including participation on the necessary steering committees in partnership with various stakeholders. The Director – Employee Relations is accountable for setting strategic goals in line with Human Resources and Corporate objectives, and for planning, directing and co-ordinating activities of the Employee Relations section to achieve those goals and objectives, ensuring maximum productivity to provide effective customer service. This position also works on promoting positive labour relations at the TTC, within the section and across the organization as a whole. The Director – Employee Relations substitutes for the Executive Director – Human Resources or equivalent during periods of absence as required.

Key Job Functions

  • Providing strategic management of all Employee Relations activities and support services.
  • Overseeing the support of major capital projects and initiatives intersecting with the collective bargaining agreements, including participation on the necessary steering committees in partnership with various stakeholders.
  • Setting strategic goals in line with HR/Corporate objectives, and planning, directing and co-ordinating Employee Relations activities to achieve those goals and objectives, while ensuring maximum productivity to provide effective customer service.
  • Working on promoting positive labour relations at the TTC, within the section and across the organization as a whole.
  • Overseeing the day-to-day accurate administration and interpretation of collective agreements/contracts and procedures for grievances and staff complaints; and overseeing the development and implementation of dispute resolution strategies concerning employee relations issues as they occur.
  • Ensuring appropriate guidance and support is provided to management with respect to the TTC's attendance management policies.
  • Overseeing a multi-functional HR generalist team embedded within Operational Client groups to develop and implement short/long term HR solutions and strategies.
  • Participating on the negotiating team in collective bargaining, and assisting the Executive Director – HR with the development and successful implementation of a negotiation strategy.
  • Responsible for treating passengers and employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer.
  • Candidate will be required to participate in the TTC Customer Service Ambassador Program.

Education and Experience

Masters in Industrial Relations or Bachelor of Law Degree, and a member in good standing of the Law Society of Upper Canada, or the equivalent in directly related work experience and training, combined with related labour relations experience in a union/non-union environment at a medium to large sized organization.

 

Additional Requirements

  • Specialized knowledge of labour relations principles and practices combined with comprehensive knowledge of relevant policies and government legislation/regulations, the collective bargaining process, grievance/arbitration procedures, and issues/ initiatives related to areas of responsibility.
  • Excellent communication skills with demonstrated expertise in human resources management.
  • Sound judgement; excellent project and change management skills; proven planning, organizational and administrative skills; and well-developed analytical, problem solving and interpersonal skills.
  • Demonstrated ability to establish priorities and co-ordinate the activities of others through effective delegation and management
  • Strong facilitation, negotiations, research and presentation skills.
  • Working knowledge of a PC and associated Microsoft applications.
  • Must have a commitment to continuous learning due to the complexity and rate of change inherent in the labour relations field.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
