The Municipal Property Assessment Corporation (MPAC) is an independent, not-for-profit corporation funded by all Ontario municipalities, accountable to the Province, municipalities and property taxpayers through our Board of Directors. Our role is to assess and classify all properties in Ontario in compliance with the Assessment Act and regulations set by the Government of Ontario.

Become a Learning Solutions Specialist with MPAC

 

The Municipal Property Assessment Corporation (MPAC) is made up of a team of experts who understand local communities and assess every property in Ontario. What we do provides the very foundation that municipalities use to base the property taxes needed to pay for the services we use every day. 

 

 

 

Here’s what you will do as part of the team:

 

  • Design and develop talent development strategies in consultation with Learning Partner and client groups to support business processes, operational goals, and business objectives;
  • Leverage widely accepted Instructional Design methodologies – aligned to Adult Learning Principles – to establish instructionally sound solutions to meet learner and business needs;
  • Establish solutions to help employees acquire knowledge, build capabilities, and promote career advancement through curricula that support high performance and professionalism across the corporation;
  • Develop solutions using a variety of delivery methods including, but not limited to instructor-led (webinars, seminars, lectures, presentations, workshops, interactive labs), self-directed (e-learning, readings, webcasts, simulations, job aids, user guides, job shadows, activities), and supports (mentoring, apprenticeship, coaching);
  • Design, develop, and maintain design plans, training proposals, recommendations, storyboards, scripts, facilitator guides, participant guides, learning plans, e-learning programs, and other documents to create solutions that create new knowledge, skills, and behaviours for employees;
  • Facilitate pilots to test solutions and run train-the-trainer sessions and gather incremental feedback prior to rolling out complete programs; adjust approaches based on pilot group feedback;
  • Evaluate the success of training programs against various levels of evaluation appropriate to learning outcome, investment, and requirements (immediate reaction, knowledge and skills acquisition, skills transfer and returns);
  • Provide expertise in the field of adult learning principles, instructional design and development cycles and learning technology processes; and
  • Track the ROI for programs to ensure costs are efficiently balanced with benefits and outcomes of training.

 

 

Here’s what you will need to succeed:

 

  • At least 7 years of experience in design, developing, and evaluating Learning and Development programs;
  • Successful completion of post-secondary education or completion of post graduate courses in Instructional Design, Adult Education and/or Training and Development;
  • Advanced-level of experience in using rapid eLearning development tools (e.g. Articulate 360, Adobe Captivate, Lectora);
  • Experience with active application of adult learning principles, design techniques, and innovative learning solutions;
  • Progressive experience in instructional design; developing scenario based learning for a variety of different media and formats including e-learning, webinars, paper-based, virtual classroom, and other methods of delivery;
  • Possess strong project management and organizational skills to multi-task on concurrent projects with competing priorities and ability to establish timelines for deliverables;
  • Expert skills using Microsoft applications including Word, Excel, Visio and PowerPoint to analyze, manipulate and present/illustrate information/data;
  • Excellent interpersonal, motivational skills, verbal and written communication skills (including proofreading and editing);
  • Experience in facilitating and delivering programs or presentations to small and large groups;
  • Ability to keep information confidential as it relates to Human Resources related information; and
  • Valid Driver’s License and ability to travel to field offices throughout Ontario as required.

 

 

Nice to have:

 

  • Completion of a CTDP or CHRL designation; and Experience with interactive design and graphic design is considered (e.g. Adobe Illustrator, Photoshop, video and audio recording/editing) including visual design and layout skills to develop quality learning materials.
