JOB SUMMARY:

Reporting to the CEO, the HR Director’s primary role is to develop and execute the organization’s Human Resource strategy, lead and oversee policy development, recruitment, employee relations, performance and talent management, compensation, succession planning, training, health and safety programs, payroll, and benefits administration.  The HR Director’s objective is to make AFS one of the best places to work by promoting and advancing our culture of caring through our focus on wellness, diversity, equity, and inclusion.    

As a member of the AFS Senior Leadership Team, the HR Director plays a key role in promoting our culture of care through the modelling of our organizational values and delivering on our mission, vision, and strategic objectives.   The role is both strategic and hands-on in the implementation of system and process improvements that support the organization’s growth and change strategy.   The HR Director will act as a trusted advisor and subject matter expert to the Leadership Team on all Human Resource matters. Extraordinarily committed, the Director will also promote inclusive and culturally sensitive services from a staff-centred, strength-based, and solution-focused approach within an anti-oppressive practice context.

QUALIFICATIONS:                         

  • Master’s degree specializing in Human Resources or a Bachelor’s degree with a minimum 5 years senior leadership experience in a unionized workplace. Preferable experience includes work OPSEU in the children’s mental health sector. Negotiated a minimum of two collective agreements.
  • Certified Human Resources Leader (CHRL) designation.
  • A winning and driven attitude with an innovation mindset. Measured flexibility with a high degree of Emotional Intelligence.
  • A Servant Leadership perspective.
  • Equity, Diversity and Inclusion certification.
  • Payroll designation or experience, specifically with DayForce or equivalent.
  • Green Belt in LEAN or equivalent.
  • Pay-equity experience.
  • Experience with amalgamations/integrations.
  • Advanced critical thinking skills; including excellent dispute resolution and crisis management skills;
  • Superior written and verbal communication skills.
  • A satisfactory criminal records check including a vulnerable persons record check;
  • Valid driver's license and access to a reliable vehicle.
  • Ability to communicate in both official languages (English/French) is an asset.
  • Full COVID-19 vaccination required.  

DUTIES AND RESPONSIBILITIES:

  • Maintain the confidentiality and privacy of staff and their information at all times as per agency policies and procedures.
  • Provide guidance and support in all areas of Human Resources to the Leadership Team and staff.
  • Create, foster, develop, and promote an inclusive work environment where AFS employees feel valued, acknowledged, and appreciated.
  • Lead projects of varying complexity to develop, introduce and maintain leading HR practices within a mission-driven values-based organizational culture.
  • Oversee the development of a recruitment and selection strategy aligned with the strategic plan that ensures AFS hires the right people at the right time.
  • Ensure legislative compliance is maintained including but not limited to the Collective Agreement, ESA, AODA, OLRA, OHSA, OHRC and any other applicable legislation.
  • Develop and monitors an outstanding talent management and succession plan that capitalizes on AFS’s knowledge assets, develops our people and promotes a culture of learning and caring. Specifically, an annual training plan that outlines the core competencies for staff and respective budget.
  • Ensure the development and implementation of all required HR policies and procedures in compliance with AFS policy, legislation, principles of equity and anti - oppressive practice.
  • Complete required government and AFS reports and surveys. 
  • Lead and participate in employee and employer meetings.
  • Facilitate alternative dispute and conflict resolution approaches for issues of concern identified by the bargaining unit and/or management.
  • Oversee the grievance and grievance resolution process.
  • Oversee the Health and Safety function within the Agency ensuring compliance with all health and safety legislation, regulations and directives;
  • Lead the implementation and maintenance of the Pay Equity/Job Evaluation process for all staff, including development of new job descriptions for new positions or revisions to job descriptions as positions change.
  • Ensure compliance with payroll legislation and provides all of the necessary Human Resources documentation required to process payroll on a bi-weekly basis.
  • Develop and monitor the HR budget in consultation with the Senior Leadership Team and the Director of Finance and Administration.
  • Develops and monitors a risk management plan as related to Human Resources. Lead, monitor, and evaluate the administration of benefits as well as retirement savings plans.
  • Remain current with regard to professional and technical knowledge/standards and emerging trends in HR, employment law, etc.
  • Other responsibilities as assigned.
