Supporting and reporting to the Manager, Human Resources—Service Delivery, the Program Leader, Human Resources Service Delivery, designs and implements human resources strategies, leads the team of Human Resources business partners and develops, implements and maintains service delivery strategies and solutions. The incumbent is also the Human Resources Business Partner for a designated region, supporting strategic planning, responding to employment-related matters and providing human resources-related advice and support to managers and employees. In addition, the incumbent provides proactive advice and recommendations to the Manager, Human Resources–Service Delivery, Human Resources, business partners, managers and supervisors, as well as other Human Resources team members on how to manage, complex employee relations and health and wellness-related situations, solves atypical problems and leads special projects, as required. The Program Leader manages the human resources requirements for the team of Human Resources business partners. The incumbent also develops creative solutions and ensures the team is focused on collaboration, quality and timeliness of deliverables.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary

  • Design, implement and monitor human resources service delivery strategies and services, aligned with operational requirements
  • Lead the team of Human Resources business partners
  • Act as the Human Resources business partner for a region, providing human resourcesrelated guidance, support and training to employees, supervisors and managers, and assisting with strategic workforce planning
  • Develop and deliver effective, integrated human resources services
  • Identify and solve complex operational and organizational service delivery problems
  • Review, and prepare documents such as performance improvement plans, applying progressive discipline principles and preparing alternative work arrangement letters
  • Investigate workplace violence and harassment incidents
  • Manage the Absence Support Program, including illness/disability leave, medical accommodations, stay-at-work arrangements, and gradual and full-time return to work
  • Support the employee onboarding and orientation process by gathering hiring documentation and coordinating required training
  • Conduct exit interviews and prepare statistical information
  • Support designated region’s annual compensation review, including preparing the annual increase spreadsheet, and drafting and distributing annual increase letters
  • Administer the wellness allowance program (i.e. review eligibility of activities, verify purchase receipts and invoices)
  • Coordinate, communicate and help deliver human resources programs and policies
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Mitigate risks

Other

  • Provide quarterly or ad hoc reports to designated region
  • Provide project management support to various human resources programs and initiatives
  • Other duties as assigned

SKILLS 
General and Specific Knowledge

  • Best practices, methods, trends and legislation in human resources management, with a focus on innovative and client-focussed service delivery
  • Corporate, government and legislative human resources requirements
  • Project and risk management principles

Formal Education and/or Certification(s) and Experience

  • Minimum: university degree in human resources management or related field with five years’ relevant experience and Certified Human Resources Professional, or the equivalent
  • Preferred: Certified Conflict Management Coach designation and/or Workplace Investigations Certificate, or the equivalent

Abilities

  • Use applicable computer software and operating systems
  • Demonstrate exceptional written and verbal communication skills
  • Demonstrate strong capacity for developing solutions to complex problems
  • Research and write proposals, reports, letters, presentations and training materials
  • Apply project and risk management techniques
  • Demonstrate leadership and human resources management skills

DEVELOPMENT AND LEADERSHIP

  • Lead and manage direct reports
  • Provide functional direction and advice to Human Resources business partners, and to managers, supervisors and employees across designated region
