Description:

Reporting to the Chief Administrative Officer (CAO) of the Temerty Faculty of Medicine (TFoM), and with an indirect reporting relationship to the AVP, University HR, the Director oversees and manages the full spectrum of administrative human resources (HR) services across the TFoM and Dalla Lana School of Public Health (DLSPH).  The incumbent works in a proactive, collaborative, efficient and effective manner, providing customer service excellence based on expert knowledge of all areas of administrative HR services, to further the academic and administrative priorities of the TFoM and DLSPH.

The incumbent builds and maintains effective partnerships with the Deans, Vice-Deans, Associate Deans, Chairs and Directors, and administrative managers in the provision of HR services to a diverse client group that includes over 900 full-time unionized and non-unionized administrative, technical and research staff, plus a large unionized casual staff complement, housed in approximately 40 academic and administrative units. In addition to supporting academic units, the incumbent is responsible for the provision of services to a broad range of operations such as self-funded programs, labs, animal facilities, registrarial, financial, IT and Advancement services, and infrastructure planning. Within this context, the incumbent oversees and manages the following functional areas:  job evaluation, recruitment and retention, on-boarding, performance management, organizational change, succession planning, training and development, workplace accommodation, labour and employee relations, terminations, compensation administration and employee engagement and rewards.  Acting as a member of the TFoM senior management team, the incumbent provides strategic insight and advice to academic and administrative managers in relation to risk, operational impacts, communications, and best practices related to planned changes and employment related events.

The Director provides support and guidance using analytical data and research providing benchmarks and the interpretations of trends and patterns; assists with the creation of administrative staff complement plans and initiatives to address current and future needs and challenges; and advises on the use and/or interpretation of University and Faculty HR policies, practices and procedures.

Working in collaboration with institutional HR staff, the Director ensures that all pan-University human resource policies, strategies and programs are aligned with the strategic goals of the division, and that the goals and objectives of individual business units are implemented within that context. The Director also ensures that divisional HR strategies and programs are consistent with and support the broader University-wide Human Resources and University of Toronto goals, within the framework of relevant legislation and University policies and procedures.

The incumbent provides leadership to a team of HR professionals and provides strategic input into administrative HR activities across the TFoM and DLSPH.

Qualifications Required:

I.    EDUCATION:

University degree together with completion of a Certified HR professional designation (CHRP), Advanced Program in Human Resources, and/or Master’s degree in Human Resources, Industrial Relations or a related field, or an acceptable equivalent combination of education and experience.

II.    EXPERIENCE:

Minimum ten (10) years’ related experience in Human Resources including strong labour relations skills in a post-secondary or other broader public service, unionized environment. Experience working independently and partnering with senior leaders to evaluate and respond to employment and related matters. Extensive expertise and proven experience resolving difficult problems in high pressure/crisis situations. Experience leading and supporting change management processes and communications, organizational design, leadership development and performance management. Experience with recruiting, training, supervising, coaching, skills development, performance management, recognizing, motivating and mentoring staff across a diverse population.  Experience building respectful relationships with union representatives and partnering with LR and Legal regarding union matters. Comprehensive understanding of the University’s management principles, human resource and employment policies, and departmental operations (academic, research, laboratories, residences etc.) is strongly preferred. Comprehensive understanding of the University’s operational and political environments, governance and the Faculty’s values and culture is strongly preferred.

III.    TECHNICAL SKILLS:

Proficiency in standard computer applications (MS Office Suite) including spread sheet software and data analysis and reporting (e.g., Tableau). Knowledge and experience using a Human Resources Information System.

IV.    OTHER:

Demonstrated knowledge of HR best practices and employment legislation. Experience providing strategic advice in relation to change management processes by evaluating risk and anticipating operational and HR impacts/problems. Strong oral, written, interpersonal, and organizational skills. Demonstrated initiative. Experience identifying and embracing challenges to resolution. Strong research and analytical skills. Proven ability to exercise sound judgment, tact, diplomacy and persuasion. Demonstrated ability to work effectively in a consultative team environment as well as the ability to make independent decisions and direct others in critical situations. Ability to effectively manage complex or sensitive situations. Excellent skill in managing conflict and mediating conflict. Ability to manage multiple, competing and frequently changing priorities. Requirement to maintain strict confidentiality.
