• This competition will be used to fill five (5) HR Business Advisor vacancies (2 permanent and 3 temporary - up to 18 months) and three (3) Team Lead vacancies (temporary - up to 12 months).

The Strategic Human Resources Branch (SHRB) provides strategic workforce analysis, human resources, labour relations advice, and support to ministry senior executives. SHRB also leads organizational transformation and develops/implements strategic initiatives such as leadership development, talent and succession management, organizational health and wellness, diversity and inclusion, and employee engagement and recognition.

What can I expect to do in this role?

The branch is comprised of a Corporate Initiatives & Workforce Analytics Unit as well as three Strategic Business Units. The Corporate Initiatives and Workforce Analytics Unit is responsible for workforce analysis and the delivery of initiatives such as employee recognition and employee engagement. The Strategic Business Units are responsible for providing advisory services to senior executives and implementing initiatives related to learning and development, health and wellness, and diversity and inclusion.

 

Team Lead – Corporate Initiatives and Workforce Analytics (I10 – $81,401 – $118,313 per year)

In this position, you will focus on:

• Leading workforce planning initiatives in support of the development of the ministry's workforce strategy, including management of FTE allocations, hiring plans, talent management and any change management strategies to support transformations and delivery of services.

• Analyzing workforce trends and business and labour relations impacts of changes on the Ontario Public Service (OPS) workforce.

• Using qualitative and quantitative data to monitor and evaluate outcomes of HR initiatives to proactively provide HR advice.

• Coaching, inspiring and engaging the team to deliver on, and build, organizational capacity through effective human resources programs and initiatives such as staffing, talent management, and succession planning.

 

Team Lead – Strategic Business Unit (I10 – $81,401 – $118,313 per year)

In this position, you will focus on:

• Conceptualizing strategic plans based on ministry and corporate priorities and leading related projects from inception to implementation.

• Delivering on ministry and corporate requirements and the development of strategic products.

• Supporting the team on client deliverables, projects and programs.

• Working closely with the MLITSD Anti-Racism Office to develop, implement, and evaluate a broad range of integrated anti-racism inclusion initiatives.

 

HR Business Advisor (I09 - $75,626 - $111,441 per year)

Through an inclusive lens, you will use your expertise to provide strategic HR advice to clients on:

• Developing and maintaining effective business partnerships with clients in order to understand and integrate their fiscal, policy and program planning and business needs, including engaging other corporate partners.

• Assessing, developing, monitoring and evaluating overall LR/HR strategies and risk management approaches associated with ministry business plans to deliver change or transformation agendas.

• Organizational design, staffing, compensation, labour relations and employment transition.

• The application of human resource policies, programs and collective agreements.

 

You will leverage your creativity and strong oral and written communication skills to:

• Coach clients in strategies for successful HR outcomes.

• Develop and deliver presentations and briefings to senior executives.

• Prepare project plans, implementation plans, briefing notes and analysis documents.

• Design and facilitate sessions with clients and stakeholders.

 

You will showcase your collaboration and project management skills by:

• Contributing to innovative solutions on complex and multi-faceted issues.

• Developing strategic products that move the bar on various ministry and corporate initiatives.

How do I qualify?

Please note:

All candidates will be evaluated based on the below qualification criteria. Weighting of the qualifications will be dependent on the level (I09 vs I10).

 

Leadership and Project Management Skills:

• You can lead the development, implementation and evaluation of various human resource programs, standards, products and services to address ministry/corporate priorities and emerging issues.

• You demonstrate leadership skills to motivate, mentor and coach staff, with the ability to lead teams within the branch and across the ministry to deliver on a variety of time-sensitive and concurrent projects.

• You have strong political acuity when providing expert opinions/briefings, and advice to senior management on identified and emerging issues impacting ministry goals.

 

Strategic Human Resource Management Expertise & Specialized Knowledge:

• You have extensive knowledge of strategic HR management issues and best practices in several of the following areas: human capital planning, leadership development, employee engagement, health and wellness, strategic labour relations, change management, organizational design, talent management and culture change.

• You have knowledge of diversity and inclusion, including the range of barriers faced by diverse groups, racial equity issues and organizational strategies to address them.

• You can analyze workforce data, assess workforce planning/HR trends to make projections and support HR planning and senior management decision-making.

 

Consultation, Communication, and Relationship Management Skills:

• You have consultation skills to identify client needs, consider sensitive situations, and develop appropriate strategies and advice.

• You can clearly and concisely communicate messages both verbally and in writing by facilitating engaging conversations and developing a variety of written products.

• You are trustworthy and can build credible, collaborative and values-based professional partnerships with team members and senior executives.

• You have good discretion, the ability to influence and inspire people at all levels of the organization, and the confidence to attend meetings on behalf of the manager and director.

 

Analytical, Evaluation and Research Skills:

• You have superior analytical, problem-solving and research skills, including the ability to interpret complicated business initiatives and identify labour relations and human resources issues and risks.

• You have experience translating business strategies into people strategies and building big-picture plans, implementation plans, resources and tools for action.

• You have experience identifying key performance indicators, measuring progress against them, and developing analytical reports, briefing notes and presentations for an executive audience.

 

Salary Range: $75,626 - $118,313 Per Year
