The Town of Cobourg is seeking a Human Resources Generalist. This position is responsible for ensuring operational excellence across all day-to-day Human Resources (HR) functions. This will include delivering exceptional support to all levels of the corporation and contributing to special projects including employee engagement activities, policy development, and process optimization. The HR Generalist will ensure that the service delivery aligns with the Corporation’s strategic plan and in compliance with all relevant employment legislation, under the direction of the Manager of Human Resources.

 

 

 

This position will also be responsible to provide guidance and assistance to management and employees relating to personnel, labour relations, recruitment, and health and safety matters. This will include the administration of employee benefits and OMERS pension plans, employee records, WSIB administration, and compensation research. This position will also support the Employee and Family Assistance Program (EFAP), Employee Wellness, and Employee Appreciation programs.

 

 

 

The primary duties for this position include:

 

Human Resources Administration

 

  • Process enrolments, changes and terminations of employees in all benefit and pension plans; Review monthly invoices to ensure accuracy and coding to appropriate accounts; Assist in preparing and distributing notices of changes, updates and critical information to employees regarding their benefits and pension plans; Assist in completing the monthly employee and employer OMERS remittance; Assist in preparing and submitting year-end reconciliation and reporting; Respond to questions and/or concerns from employees regarding benefit and pension plans;
  • Process all required WSIB forms in a timely and accurate manner to ensure compliance in the reporting of medical and lost time incidents; Work with WSIB case managers to ensure that all information is received for employee claims and help to coordinate appeals when required; Help facilitate an employee’s return to work program with the WSIB case manager, management, and employees; Calculate monthly WSIB “Schedule 1” premium remittance for all payroll and non-payroll amounts; Process all monthly WSIB invoices and post expenses to appropriate accounts from “Schedule 2” statements; Collect, organize and file health and safety injury reports; Participate in the Joint Health and Safety Committee as Secretary and/or Committee Member; and Administer and track Health and Safety Training.

 

 

Recruitment and Selection

 

  • Review and format job descriptions to ensure current descriptions are accurate; Place employment ads on the Town of Cobourg website and other acceptable outlets; Coordinate the end-to-end recruitment process, including: Working with management to prepare interview questions Conduct interviews, including contacting applicants, booking interviews, follow ups, and checking references Create and send employment packages, including job offers and employment related forms Onboarding of new staff, including the coordination of all new hire forms and the rollout of training for the new employee

Responsible for the recruitment and selection of all summer students in conjunction with the appropriate managers, including the coordination of the HR portion of the Summer Student Orientation.  

 

Employee and Labour Relations

 

  • Have a thorough knowledge of all Town of Cobourg Collective Agreements and ensure compliance within each; Ensure adherence to applicable legislation, and all HR policies and procedures; Assist with Collective Bargaining, including research and preparation of proposals; Conduct wage comparisons for any new or current positions as required; Provide consultative services and support to managers and other staff; Support the grievance process, including preparation for grievances and participating in arbitration and Human Rights Litigations; and Conduct investigations and issue findings including issuing discipline and resolving employee issues, concerns and complaints.

 

 

Employee Programs

 

  • Research best practices and develop, implement and administer new or improved programs relating to employee health, wellness, recognition, perks and corporate learning initiatives; Draft various employee and management communication materials, guidelines, and policies in regards to employee programs; Assist with the Staff Appreciation program including recognition of service milestones, retirements, and performance awards; and Work to provide training and learning opportunities for staff in regards to wellness, health, and self-care.

 

 

The successful candidate will possess a relevant post-secondary education in Human Resources Management. Certified Human Resources Leader (CHRL) designation (or in the process of obtaining this designation) would be an asset. The individual must have a minimum of three (3) years of experience in a generalist role, preferably in a unionized environment. Joint Health and Safety Certification (Part 1 and 2) is preferred.

 

 

 

Effective communication skills, both verbal and written, as well as excellent interpersonal, customer services skills, and a proven ability to maintain sensitive and confidential information. Experience in computer programs including Microsoft Word, Microsoft Excel, PowerPoint, and SharePoint, is required with superior writing, public speaking, and presentation/facilitation skills. This position will also require excellent analytical, planning and organization skills and ability to multi-task on concurrent projects with competing priorities.

 

 

This position will be required to maintain positive relationships with numerous municipalities and their Human Resources departments. It will communicate with various departments within the Corporation and their managers to obtain or forward employee information. It will also maintain a high degree of confidentiality due to the nature of the responsibilities and reporting structure. This position will also be required to provide ongoing communication with benefit carriers and outside agencies in order to establish best practices and to provide the best possible programs and services for all staff.

 

The successful candidate must possess a Class “G” driver’s license in good standing, have access to a reliable vehicle for use on corporate business and be able to provide a current acceptable driver’s abstract and a current acceptable vulnerable sector check.

 

 

 

WAGE:

 

 

 

The wage scale for this position is Non-Union Grade 6: $73,540.56 - $86,044.14 annually.
