Reporting to the Chief People Officer, this position is responsible to build and execute effective strategies and programs relation to employee experience, support and engage in support of organizational values and objectives.

 

Essential Duties

  • Build and implement programs to support the various components of the employment lifecycle, connecting strategic needs with appropriate programs
  • Guide senior leaders, through communication and development of HR processes and metrics, to support a high-performance culture
  • Build and implement an effective leadership development and support programs
  • Oversee the team and participate as a proactive advisor to leaders by responding to people matters including performance related activities and workplace investigations
  • Oversee the areas of employee wellness programs, disability management, retirement, attendance, return to work and Health and Safety
  • Partnering with other leaders, build and implement a communication program which provides employees with access to information and resources associated with employment
  • Oversee the development and completion of renewal agreements, letters of understanding, and the administration of grievances and employer union committees
  • Use data to develop people insights and drive and inform decision making with key partners related to culture management, reward programs, performance
  • Build and implement programs to ensure DEI principles are embedded within core processes, policies and day to day operations
  • Maintain collaborative working relationships with union representatives
  • Partner across the organization and with HR colleagues to influence and implement programs, policies and practices
  • Oversee the maintenance of employee data (HRIS), municipal records and requests
  • Develop and monitor program operating budget
  • Develop and administer performance management expectations for team members, having regard to strategic and succession planning, using organizationally supported methods
  • Administer the terms of the applicable corporate policies, in your role as a leader
  • Perform other related duties as assigned
     

Skills/ Education Required
 

  • Post-secondary degree in Human Resources Management or similar field
  • Human Resources Professional designation or working towards
  • Minimum 7 years of related progressive experience, preferably in a municipal environment
  • Demonstrated experience in the development and implementation of workplace strategies
  • Experience in Labour Relations in a unionized environment, with a good understanding of the related legislative issues, coupled with the ability to lead the collective bargaining and the grievance process
  • Extensive knowledge of leadership competencies and the development of leadership skills  
  • Demonstrated leadership skills at a level to ensure successful program and employee performance outcomes and performance management
  • Effective oral communication and strong interpersonal skills; Excellent written communication skills; attention to detail and accuracy
  • Demonstrated customer service skills at a level to develop and maintain cooperative/collaborative working relationships both within and outside the organization
  • Demonstrated knowledge and application of financial budget and business planning processes
  • Demonstrated ability to contribute to and build upon a positive and healthy work environment
  • Ability to demonstrate initiative consistently with commitment to continuous improvement, sharing process improvement initiatives with others
  • Demonstrated time-management skills with the ability to prioritize workloads and meet deadlines with minimal supervision
  • Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality
    at all times, complying with all applicable privacy legislation and local policies and procedures
  • Demonstrated proficiency in Microsoft Office, the internet and any other related software
  • Upon a conditional offer of employment, a Criminal Record Check, including a Vulnerable Sector Search, will be required
