Introduction:

The Toronto Public Library (TPL) is North America’s busiest public library system. TPL employs approximately 2,400 staff who provide high quality library services to the people of Toronto across 100 locations.

We have an opportunity for a seasoned Talent Acquisition Consultant to join our HR team. The Talent Acquisition Consultant provides subject expertise and strategic organizational advice on talent acquisition strategies and methodologies, working collaboratively as part of a team of HR Consultants to deliver high quality service across TPL.

Job Summary

Working under the direction of the Manager, Human Resources and in collaboration with TPL managers and HR staff, this Human Resources professional will provide expertise and guidance in full life-cycle recruitment and provide leadership in creating an exceptional candidate and hiring experience.  The Consultant will develop effective and innovative talent acquisition strategies, coordinate recruitment initiatives, evaluate talent acquisition processes and metrics, and contribute to process improvement and incorporation of best practices.  The Consultant will support new talent acquisition initiatives (including the implementation of an Applicant Tracking System)

Duties:

Under the supervision of the Manager, Human Resources, this position is responsible for:

  • Planning, developing, and overseeing talent acquisition strategies and best practice recruitment methods.
  • Providing leadership in process improvement in talent acquisition and recruitment functions.
  • Providing talent acquisition expertise and guidance to managers, human resources staff and employees in all aspects of full life-cycle recruitment.
  • Providing expert support to managers in hiring for complex or specialized positions.
  • Partnering with senior leaders in full-cycle recruitment to management positions
  • Developing and utilizing multiple channels to proactively source candidates for critical/difficult to fill roles
  • Providing leadership in developing talent acquisition strategies that reflect TPL’s commitment to diversity, human rights, accessibility and equity.
  • Developing and executing plans in the areas of recruitment branding, attraction strategies, sourcing and selection methodologies
  • Contributing to the development of an organizational talent strategy, using an evidence-based approach to identify current and future recruitment needs.
  • Evaluating talent acquisition through metrics and an evidence-based approach.
  • Planning and implementing onboarding strategies and programs.
  • Supporting effective employee and labour relations by interpreting and ensuring compliance with the Collective Agreement, TPL policies and labour and employment legislation.  Advising management in responding to grievances related to recruitment, including coordinating and/or preparing documentation with respect to grievances; collective bargaining and acting as the Human Resources representative at grievance/arbitration hearings.
  • Designing, implementing, delivering and evaluating training and resources to support effective talent acquisition.
  • Providing training and technical guidance to Human Resources Consultants and Generalists in all aspects of talent acquisitions functions
  • Participating in other areas of HR functions and other HR activities as assigned

Qualifications:

  • Post-secondary degree in a relevant field (Human Resources Management or Health and Safety (or equivalent education), along with five (5) years of progressively responsible talent acquisition experience.
  • Talent acquisition experience in a unionized environment is essential.
  • A CHRP or CHRL designation is an asset
  • An advanced knowledge of relevant legislation (including Ontario Human Rights Code, Labour Relations Act, Employment Standards Act), contractual obligations, including administration of Collective Agreements, and sound human resources practices.
  • Proven ability to manage relationships with internal and external stakeholders (including managers, employees, union officials, candidates and other external parties)
  • A high level of attention to detail, accuracy, and follow-up while managing confidentiality and appropriate handling of sensitive information
  • Experience in use and implementation of an Applicant Tracking System is an asset
  • Highly developed analytical and problem solving skills.  
  • Demonstrated experience in leading and managing projects from inception through to execution.
  • Excellent communication, presentation and human relations skills, including the ability to manage and resolve conflict.
  • Experience in developing and delivering onboarding programs is preferred.
  • Demonstrated skills in evaluating HR programs, and in organizing, presenting and analyzing data.
  • Strong skills in the MS Office Suite.

 

Salary:         $88,979.80 per annum (2021 Rate, Wage Grade 6.5)
