The Workplace Safety and Insurance Appeals Tribunal (WSIAT) is a highly specialized adjudicative Tribunal that hears appeals of final decisions of the Workplace Safety and Insurance Board.  We are looking for a motivated professional to be a subject matter expert on employee insured benefits programs, pension administration and to design, analyze and report on HR data, programs and initiatives. This position will develop, maintain, and manage the Tribunal's Human Resources Information System (HRIS) and ADP Payroll system, ensuring data integrity and security. The HRIS & Total Compensation Officer reports to the Manager, Talent Acquisition, Pay and Total Compensation.

 

 

What can I expect to do in this role?

 

Key Responsibilities

 

 

 

HRIS and Payroll

 

  • Serve as the key contact for HRIS and Payroll System, using best practices, standards and legislation compliance, ensuring data integrity and security are in compliance with the Tribunal's policies.
  • Lead the creation, acquisition, maintenance and delivery of customized training, tools and resources to assist employees in their understanding and utilization of the full capabilities of the HRIS system.
  • Serve as the primary functional user and liaison with vendor or contractor of HRIS and Payroll system, tracking and monitoring progress, resolving escalated system issues and ensuring vendor support and responses meet the terms of the service agreement.
  • Analyze and maintain integrity of the Tribunal's Human Resource and Payroll System including conducting testing, amending and updating records as required. 
  • Investigate, develop and implement work practices, procedures, business process improvements that further enhance the efficiency of the Tribunal’s HRIS Payroll and employee self-service.
  • Review and investigate testing failures and communicate results to business testers.
  • Independently analyze test results and develop recommendations to Manager, Talent Acquisition, Pay and Total Compensation regarding areas of improvement, and how to effectively launch and implement various HRIS modules.
  • Produces a number of HR reports for various purposes including statutory compliance, compensation analysis, resource planning and operational management.
  • Work internally with HR team members to actively coordinate and review the completion of assigned work to ensure that all project deliverables (e.g. testing phase of HRIS system) are achieved according to the project plan at the required level of quality.

 

  • Identifies, evaluates and facilitates optimization of human resources information and payroll system, related processes and integrations in order to increase efficiency and meet business requirements in a cost-effective manner.
  • Develop contingency plans to overcome unexpected events and delays that are outside the control of WSIAT or the HR team as it applies to the implementation and maintenance of the HRIS modules and benefits programs.
  • Acts as backup for Payroll Officer as required.

 

Benefits and Pension

 

  • Serve as the frontline benefits contact for all Tribunal employees and provides benefits information.
  • Participate in the administration of benefit programs by liaising with the insurance carrier to resolve or clarify issues as they arise and reports to the respective line manager and/or HR Business Partner on any unresolved or unusual benefits issues that may lead to complaints from the employee(s), while respecting any aspect of personal privacy.
  • Ensure accuracy of employee benefits and pension data and resolve administrative problems with the benefit carrier and pension administrator representatives.
  • Verify the calculation of the monthly premium statements for all group insurance policies and maintain statistical data relative to premiums, claims and costs.  Performs quarterly audits in comparing benefit coverage data in HRIS and with insurance carrier.
  • Serves as the WSIB e-services administrator, including access administration, account management, invoice reconciliation.
  • Coordinate WSIAT employee insured benefits programs and pension administration which includes; serving as the key HR contact on all benefits and pension issues; conducting benefits orientations and explaining benefits self-enrollment system (i.e. online portal); reviewing periodic contract updates and changes from provider (e.g. GWL) or changes through OPS pension plan counterparts through HR team management contacts.
  • Develop and prepare draft communications to employees about benefit premiums, programs, procedures, claims as well as pension information.
  • Participate in cross-functional projects and initiatives to provide subject matter expertise and guidance on HR data, metrics, standards and best practices.
  • Assists in development and deliver the annual compensation review, external market analysis
  • Research compensation best practices, as well as review and develop compensation policies.

 

How do I qualify?

 

 

Knowledge and Experience:

 

  • Education and or related experience in business administration, human resources, and information technology, including software and service vendor management.

 

  • Knowledge and experience with standalone human resource information systems including database administration, system and user testing, report writing and query tools to extract data within the applicable system.
  • Knowledge of Human Resources functionalities including compensation, benefits, pension administration and HR business services.
  • Knowledge of payroll practices and regulations.
  • Knowledge of the functional design of HRIS system reporting applications, including analysis, configuration, data mapping, conversion and validation processes.
  • Knowledge and skills in the operation of office computers and related software skills, in particular Excel software and reporting functionality, as well as general office software.

 

 

Organizational and Analytical Skills:

 

  • Analytical and problem-solving skills, supported by the necessary numerical proficiency and mathematical skills.
  • Ability to plan and coordinate multiple requests, many of which are adhoc, prioritizes and assesses resources/time required.
  • Ability to lead the project coordination between the Tribunal HR team and ADP Workforce Now, including allocating time, setting goals and milestones and tracking progress against a project plan.  

 

Communication and Interpersonal Skills:

 

  • Communication and interpersonal skills in order to determine context, provide program guidance, create true collaboration, explain complex concepts (e.g., complex benefits/payroll calculations), and to work closely with managers, staff and HR team.
