The Toronto Police Service Labour Relations unit is seeking a skilled and senior level specialist to join their team as a Senior Labour Relations Consultant.

Reporting to the Manager of Labour Relations, you will be an integral part of a team that is committed to promoting a consultative and solution-focused approach to Labour Relations at the Toronto Police Service. 

You will provide labour relations expertise that fosters a healthy and respectful workplace with management and bargaining associations.  As a trusted subject matter expert, you will provide grievance and employment-related human rights complaint case management services, and represent the Toronto Police Services Board in grievance proceedings prior to arbitration. In addition, you will provide advice and guidance to management and colleagues on a wide range of labour relations matters including collective agreement interpretation, relevant changes to legislation and case law, complex accommodation cases, civilian discipline, and performance management.  You will develop, recommend, implement, and evaluate strategies and activities that ensure alignment to Service priorities and that meet business requirements.  Under the direction of the Manager, you will also support and participate in collective bargaining.

What you will do:

 

The Senior Labour Relations Consultant will:

 

Delivery and Compliance

 

  • Work with management and association representatives to resolve complaints in a timely, reasonable, and consistent manner.
  • Investigate grievances, human rights and other employment related complaints; compile evidence and produce reports for use at grievance, conciliation, and arbitration hearings; provide instructions to external counsel and attend arbitration hearings in a resource capacity.
  • Administer the provisions of the collective agreements and related articles under the Police Services Act.
  • Represent the Service and Board at grievance meetings and conciliations, the Human Rights Tribunal of Ontario, and related proceedings.
  • Provide expertise and liaise with the Service’s associations in complex accommodation cases.

Leadership

 

  • Counsel and provide strategic advice to senior management, including Command and the Board, on the collective agreements, legislation, Service procedures, discipline and other labour and employee relations matters.
  • Maintain a positive labour relations environment by fostering effective working relationships with representatives of the bargaining associations and work collaboratively with them to solve problems.
  • Provide day-to-day coaching and mentoring to the Labour Relations Consultant and support staff as required.
  • Play a leading role in projects and special initiatives that develop recommendations, implement solutions, and ensure quality in service delivery.

Strategic Planning and Development

 

  • Participate in the development and maintenance of the unit budget and policies, practices and procedures related to labour relations.
  • Develop and provide training to management regarding disciplinary strategies and labour relations issues, policies, and procedures.
  • Provide detailed research and develop recommendations for collective bargaining.

Continuous Improvement

 

  • Remain aware of ongoing changes to employment, labour and human rights legislation and case law. Maintain external relationships with other police services and agencies in order to benchmark Service labour relations programs and processes for use in overall planning and policy development. Represent the Board and Labour Relations on Service committees and corporate initiatives.

How do I qualify?

Education:

  • Degree in labour relations, human resources or a related discipline or the equivalent combination of education and experience. HR Professionals Association designation, Master of Industrial Relations (MIR) and/or JD/LLB would be considered an asset.

Experience:

  • Five (5) years of proven related experience and progressive responsibility in the areas of human resources, staff supervision and labour relations, or the equivalent combination of education and experience. Extensive experience with labour relations in a major, multi-union public or private sector organization including experience with arbitrations and mediations, and/or related hearings.
  • Extensive experience interpreting, applying and administering collective agreements. Demonstrated experience with counselling management and supervisory staff in labour relations techniques, best practices and the resolution of workplace issues.
  • Experience co-ordinating the work of team members and coaching, developing and engaging staff in order to provide growth and opportunity, achieve results, best practices and encourage teamwork.
  • Experience identifying business needs and opportunities for change/improvement as well as initiating, coordinating and managing the implementation of solutions and preventive measures to potential issues.
  • Extensive experience establishing partnerships and providing and enhancing customer service utilizing consultation skills at all levels within the organization and mediation/negotiation skills with union representatives.

Knowledge:

  • Possess a thorough knowledge of labour relations practices and techniques combined with the demonstrated ability to accurately apply sound investigative and related problem-solving skills.
  • Possesses a thorough knowledge of the Police Services Act, the Employment Standards Act, the Ontario Human Rights Code, the Occupational Health & Safety Act, Workplace Safety and Insurance Act, collective agreements and labour relations policies, programs, practices, and process, including the grievance/arbitration process.

Skills:

  • Strong organizational skills with the ability to manage competing interests in a fast-paced, customer service-oriented environment.
  • Excellent research skills. 
  • Knowledge of research and data collection methodologies used to compile and assess information from sources such as other levels of government, individuals, external organizations, databases, professional literature, and the internet.
  • Excellent conflict resolution skills with a high degree of sensitivity and confidentiality. Ability to achieve objectives by exercising discretion, judgement and working independently or as a leader/member of a team.
  • Excellent communication, presentation and human relation skills.
