The Labour Relations Officer will provide senior level professional advice and assistance with respect to labour relations matters for all bargaining units.  Under the direction of the Senior Labour & Employee Relations, the Labour Relations Officer assists in promoting collaborative, harmonious relations between the Board and its employee’s through the negotiation, administration, and interpretation of the Board’s Collective and Working Conditions agreements, as well as through fair and objective investigation and resolution of issues and concerns.  Further, the Labour Relations Officer assists in the implementation and monitoring of the Board’s pay equity plans and assists with the Board’s job evaluation programs.

-Conduct workplace fact-finding meetings and investigations of all allegations of misconduct:

-Prepare for and attend grievances, mediations, and arbitration proceedings and hearings; Ensure all matters are fully researched, responses are prepared and issued with prescribed timelines Provide assistance to Senior Manager on external complaints such as Human Rights, Pay Equity and Ministry of Labour

-Assist in the administration and interpretations of the various collective agreements and terms of conditions agreements.   Assist in the implementation of the Board’s attendance support policy and Disability Management policy/procedures.

-Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services

-Assist the Senior Manager, Labour and Employee Relations with other activities in the Human Resources Department as needed, such as providing support in the collective agreement bargaining process by assisting with the development of proposals and counter proposals.

-Coordinates the Board’s job evaluation program including acting as a member of the various job evaluation committees. Gather all relevant information related to job evaluation and analyze the information. Act as Management Co Chair on the JE Committees and prepare recommendations to Senior Administration.

-Assist in the implementation and monitoring of the Board’s Pay Equity Plans. 

-Demonstrate proficiency in MS Office Suite (Word, Excel, Outlook) and Human Resource Information Systems (HRIS).

-Some travel required.

Qualifications:

  • University Degree in Labour Relations, Human Resources Management or equivalent.
  • 3-5 years of labour relations/Human Resources experience in a unionized environment
  • Demonstrated knowledge of labour relations, grievance and arbitration process, negotiations and employment legislation labour (Labour Relations Act, Employment Standards Act, Ontario Human Rights Code, Occupational Health & Safety Act, Education Act)
  • Excellent communication, interviewing, investigation and negotiation skills with the ability to communicate and explain complex situations and effectively influence outcomes.
  • Demonstrated ability to compile and analyze data, present data in a meaningful manner; and submit clear, concise and timely reports -Ability to manage multiple competing priorities.
